<br />The Mayor reopened the con-
<br />tinued public hearing to
<br />consider adoption of the
<br />proposed annual budget for
<br />fiscal year 1980-81.
<br />
<br />The City Manager presented the staff report, including summary of the
<br />amendments for consideration, which were previously designated by Council
<br />as discussion items.
<br />
<br />There were no speakers in favor of or in opposition to the proposed budget.
<br />The Mayor closed the public hearing. The Clerk of the Council reported
<br />there were no written communications.
<br />
<br />Proposed amendments for consideration were acted upon as follows:

<br />MOTION was made by Bricken, seconded by Serrato, to approve one additional
<br />Plan Examiner position in the Building Safety Department at a cost of
<br />$29,000 including salary, benefits and office space.

<br />MOTION was made by Griset, seconded by Bricken, to authorize staff to
<br />contract with an accounting actuarial consulting firm, at a cost not to
<br />exceed $25,000, to conduct a study of retirement plans from an appropriate
<br />representative sample of private sector firms in Orange County for the
<br />purposes of 1) Determining the "prevailing" rate of retirement benefits
<br />and their costs among such plans; 2) Evaluating and comparing the bene-
<br />fits and costs of the City's retirement programs (General-member and
<br />Safety-member plans) with those in the private sector; and 3) Developing
<br />three alternative retirement plans for City employees which shall provide
<br />benefits equal to those prevailing for equally compensated employees in
<br />private industry in Orange County.
