AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxenfaourger, Markel, Serrato, Ward, Yamamoto <br />None <br />None CA 47 <br /> <br />RESOLUTION NO. 80-128 <br />JUNE 3 ELECTION CANVASS <br />ADOPTED <br /> <br />MOTION was made by Bricken, <br />seconded by Luxembourger, to <br />adopt the following resolution: <br /> <br />RESOLUTION NO. 80-128 - A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA DECLARING THE <br />RESULTS OF THE CANVASS OF ELECTION RE~URNS OF THE <br />SPECIAL MUNICIPAL EEECTION HELD IN SAID CITY ON <br />JUNE 3, 1980. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. That a special municipal election was duly and regularly held in <br />the City of Santa Ana, California, on the 3rd day of June, 1980, at which <br />election there were submitted to the qualified voters of said city the <br />following propositions, to wit: <br /> <br /> PROPOSITION S - CHARTER AMENDMENT NO. 1. NUMBER OF WARDS: Shall <br />section 101.1 of the Charter be amended and section 101.3 be deleted so <br />that the number of wards in the city shall not be more than seven, regard- <br />less of population increases? <br /> <br /> PROPOSITION T - Charter Amendment No. 2. RESIDENCY QUALIFICATIONS OF <br />CANDIDATES FOR CITY COUNCIL: Shall section 401 of the Charter be amended <br />to make it consistent with existing law by requiring that a candidate for <br />city council be a resident of the ward from which he seeks election at <br />the time of his nomination? <br /> <br /> PROPOSITION U - CHARTER AMENDMENT NO. 3. EMPLOYMENT OF DEPARTMENT <br />HEADS: Shall section 1002 of the Charter be amended to include the Director <br />of Recreation and Parks, Library Director, Museum Director, Director of <br />Public Works, Director of Building Safety, Director of Planning, Equipment <br />Maintenance Superintendent, and Executive Director Redevelopment Agency <br />in the "excepted service" division of civil service? <br /> <br /> PROPOSITION V - CHARTER AMENDMENT NO. 4. CONSOLIDATION AND ANNEXATIONS: <br />Shall sections 1012 and 1013 be added to the Charter to provide for place- <br />ment on city employment eligibility lists of officers and employees of any <br />city which may be consolidated into the City of Santa Ana or other public <br />agencies which may be annexed or otherwise merged into the City of Santa Ana? <br /> <br /> PROPOSITION W - ADVISORY VOTE ONLY. SALES TAX APPORTIONMENT: Should <br />the Governor and Legislature of the State of California be advised that: <br /> <br />"It is the will of the people of the City of Santa Ana that the <br />Governor and Legislature apportion the existing six cents sales <br />and use tax so that two cents rather than the present one cent <br />be allocated to be used by cities and counties and special <br />districts for priority local services rather than by the state <br />for state distribution of state reserves. <br /> <br />"It is understood that if the Governor and Legislature so act, <br />any funds resulting therefrom which would cause the city to <br />exceed a spending limit imposed by a vote of the people of the <br />City of Santa Ana or the State of California shall, in accord- <br />ance with the provisions of the limitation, be returned to the <br />people. <br /> <br />"Further, it is the will of the people that the Governor and <br />Legislature enact such allocation into law no later than July 1, <br />1980, to avoid enactment of this proposal through the initiative <br />process to cure legislative default." <br /> <br />CITY COUNCIL MINUTES <br /> <br />269 AUGUST 4, 1980 <br /> <br /> <br />
