<br />,'~ .\- <br /> <br />Page 3 of 6 <br /> <br />CITY OF SANTA ANA <br />COMMUNITY REDEVELOPMENT AGENCY <br />RECOMMENDED BUDGET FOR FISCAL YEAR 1973-1974 <br /> <br />109-13 <br /> <br />Community Redevelopment Agency <br /> <br />Activitv Description <br /> <br />The City of Santa Ana Community Redevelopment Agency was established <br />in the 1972-1973 fiscal year under the authority of the California State <br />Health and Safety Code Section 33000, (Community Redevelopment Laws) <br />and Ordinance No. 1173, which became effective August 1,1973. <br /> <br />. <br /> <br />The Santa Ana Redevelopment Project has a land area of approximately <br />320 acres in the heart of Santa Ana's Central Business District. This <br />area needs renewal and revitalization due to physical, social and <br />economic blight. The Project Area is currently under utilized, <br />characterized by substandard structures and adverse environmental <br />conditions. The goals of the Santa Ana Redevelopment Plan are to: <br /> <br />* <br /> <br />Stimulate and attract private investment thereby <br />improving the cities economic health, employment <br />opportunities and tax base. <br /> <br />* <br /> <br />Restore the economic health of the Santa Ana <br />Central Business District. <br /> <br />* <br /> <br />Make the redevelopment a source of pride to persons <br />residing, working or visiting the City of Santa Ana. <br /> <br />* <br /> <br />Guide development towards an urban environment preserving <br />the aesthetic and cultural qualities of the city. <br /> <br />* <br /> <br />Assist in re-establishment of businesses in the project area. <br /> <br />To the maximum possible extent, the objectives of the plan are to be <br />accomplished through Agency encouragement of, and assistance to, private <br />enterprise in carrying out development activities with a minimum of <br />Redevelopment Agency and Redevelopment Commission control and review. In <br />this regard, the plan provides for Agency and Commission review of <br />development plans only in those cases where the Agency is entering into land <br />disposition agreements or owner participation agreements. <br /> <br />The foregoing objectives shall be accomplished through removal of structur- <br />ally substandard buildings, elimination of blighting influences, provision <br />of land for needed public facilities, provision of substantial offstreet <br />parking, investigation of the use of mul~i-story parking structures, <br />removal of impediments to land disposition and development, and achievement <br />of changes in land use. <br /> <br />. <br /> <br />~~ <br />
