The Council recessed from 11:15 p.m. to 11:25 p.m. Councilman Bricken was <br />absent for the remainder of the Council meeting. <br /> <br />PUBLIC HEARING - APPEAL NO. 429 The Mayor announced that this was <br />EX 80-18 - 2745 W. McFADDEN AVENUE the time and place for the public <br />CITY ATTORNEY INSTRUCTED hearing of Appeal No. 429, EX 80-18, <br /> 2745 West McFadden Avenue, filed by <br />The Southland Corporation to permit the sale of beer and wine for off-premise <br />consumption (Type 20 License) in a proposed 7-11 Market in the C4 district. <br /> <br />The Principal Planner presented the staff report and recommendations. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />Bill Smith, 13517 Fairview, Garden Grove, spoke in favor of the appeal. <br /> <br />Following discussion, MOTION was made by Luxembourger, seconded by Serrato, <br />to approve and file the Negative Declaration, and instruct the City Attorney <br />to prepare a resolution granting Appeal No. 429, approving EX 80-18, over- <br />ruling the Zoning Administrator's decision. <br /> <br />A request by Griset to amend the motion to include the stipulation that <br />gaming devices be prohibited at this facility was agreed to by the maker and <br />second. <br /> <br />The Motion, as amended, passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Griset, Luxembourger, Markel, Serrato <br />Ward, Yamamoto <br />Bricken <br /> <br />CA 13.5 <br /> <br />RESOLUTION NO. 80-225 <br />APPROPRIATIONS LIMIT FOR FY '80-'81 <br />ADOPTED <br /> <br />MOTION was made by Yamamoto, <br />seconded by Luxembourger, to <br />adopt the following resolution: <br /> <br />RESOLUTION NO. 80-225 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA ESTABLISHING THE APPROPRIATIONS <br />LIMIT OF THE CITY OF SANTA ANA FOR FISCAL YEAR 1980-81. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Griset, Luxem~ourger, Markel, Serrato, Ward, Yamamoto <br />None <br />Bricken <br /> <br />CA 65 <br /> <br />AGENDA ORDER - INCREASE IN FEES Following consideration of a <br />CITY SPANISH TRANSLATION letter dated November 28, 1980, <br />REFERRED TO STAFF from Analia Sarno Riggle, request- <br /> ing an increase in fees for <br />various translation and interpreting services, MOTION was made by Yamamoto, <br />seconded by Serrato, to refer this matter to staff. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />None <br />Bricken <br /> <br />A-79-62 <br /> <br />AGENDA ORDER - CIVIC CENTER Zika Djokovich, Civic Center <br />PARKING LOT RATE INCREASE APPROVED; Commission representative, <br />15-MIN FREE PARKING - CM A~D spoke in favor of the recom- <br /> mendations contained in the <br />staff report dated December 10, 1980, prepared by the Director of <br />Transportation. <br /> <br />CITY COUNCIL MINUTES 429 DECEMBER 15, 1980 <br /> <br /> <br />
