<br />, <br /> <br />- <br /> <br />. <br /> <br />. <br /> <br />- <br /> <br />~ <br /> <br />DF/k 11-23-77 <br /> <br />RESOLUTION NO. 77-27 <br /> <br />A RESOLUTION OF THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA ESTABLISHING <br />THE SPECIFIC DIVISION OF AUTHORITY BETWEEN ITSELF <br />AND THE COMMUNITY REDEVELOPMENT COMMISSION. <br /> <br />WHEREAS, the Community Redevelopment Agency of the City <br />of Santa Ana ("Agency"), and the Conununity Redevelopment conunission <br />of the City of Santa Ana ("Conunission") desire to improve the <br />effectiveness of both Agency and Commission and to assure maximum <br />efficiency in Agency staff utilization with resultant general <br />improvement in Agency operations; and <br /> <br />WHEREAS, pursuant to California Health and Safety Code <br />Section 33202, Agency may delegate any of its functions to <br />Commission; and <br /> <br />WHEREAS, Agency desires to delegate to Commission authority <br />to implement projects after Agency has approved such projects <br />and appropriated funds for implementation thereof; and <br /> <br />WHEREAS, Agency has operation and capital accounts which <br />are separate and apart from each other and identified as account <br />no. 110-135 and account no. 110-136 respectively; and <br /> <br />WHEREAS, "Project" shall mean a specific activity program <br />designated in Agency account no. 110-135 or 110-136, or a specific <br />activity program so designated from time to time by Agency; and <br /> <br />WHEREAS, Agency desires to retain ultimate control and <br />responsibility by approving or rejecting the operation and <br />capital account budgets annually, or, in the alternative, to <br />direct Commission and Agency staff to prepare for Agency approval <br />the specific project budgets identified in the capital account <br />budget of Agency, as the specific projects are prepared for <br />implementation; and <br /> <br />WHEREAS, such implementation shall include the authority <br />of Commission to make bid calls and bid awards; hire consultants <br />needed to implement projects approved by Agency, make relocation <br />payments, obtain architectural reviews and authorize and approve <br />demolition contracts and acquire property; and <br /> <br />WHEREAS, in exercising such delegated authority, Agency <br />desires Commission to process all bid calls, bid awards, consultant <br />project contracts, relocation payments, appraisal contracts, <br />property acquisition contracts, architectural review contracts <br />and demolition contracts arising from all projects designated <br />in Agency's capital account no. 110-136 budget, using the normal <br />finance and purchasing procedures of the City of Santa Ana and <br />in accordance with California Health and Safety Code Section <br />33422, requiring any work of grading, clearing, demolition or <br />construction in excess of Two Thousand Five Hundred Dollars <br />($2,500) to be undertaken by Agency by contract after competitive <br />bids; and <br /> <br />WHEREAS, Agency desires to delegate to commission final <br />authority to approve all contracts arising from separate projects <br />so designated in Agency's capital account no. l10~136 budget; <br />and <br /> <br />3C <br />
