Alternative land uses for the project site are in- <br />feasible due to social and economic considerations, in that the <br />proposed parking structure is the use of the site which is most <br />compatible with the redevelopment goals of the provision of <br />needed public parking in the downtown area and promotion of <br />retail trade in such area. <br /> <br />. <br /> <br />5. An alternative location for the Park-and-Ride faci- <br />lity is unfeasible due to social and environmental considerations. <br />The subject site is the best available location providing parking <br />which is convenient to the civic center, to the downtown retail <br />area, and to the proposed transit plaza. It provides an optimal <br />location for the routing of buses to a central downtown waiting <br />area. Construction of the Parking Structure on the block to the <br />east of the project site would eliminate the possibility of future <br />construction of an open space plaza area in an attractive setting <br />opposite the old County Courthouse. <br /> <br /> ADOPTED this <br />by the following vote: <br />.
