<br />, <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />, <br /> <br />~ <br /> <br />EXHIBIT A <br />LISTING OF SIGNIFICANT ENVIRONMENTAL <br />EFFECTS IDENTIFIED BY THE EIR AND <br />MITIGATION MEASURES FOR SUCH EFFECTS <br /> <br />1. <br /> <br />Possible increased economic pressure for conversion of the <br />mortuary property for more intensive use. <br /> <br />If economically feasible, the Santa Ana Redevelopment <br />Agency plans to acquire the entire mortuary property and to con- <br />vey that portion not required by the parking facility to a pri- <br />vate user subject to restrictions on use and alternations designed <br />to preserve the building and trees. Economic feasibility is de- <br />pendent upon availability of a purchaser and reasonableness of <br />purchase price offered at the time of land acquisition and cannot <br />be determined with certainty prior to such time. <br /> <br />Loss of pedestrian access between Santa Ana Boulevard and <br />Fifth Street west of the parking structure. <br /> <br />The Santa Ana Redevelopment Agency shall recommend to <br />the City Council that the City Center Land Use, Arterial Streets <br />and Public Facilities Plan be reviewed and considered for amend- <br />ment to reflect the loss of pedestrian access caused by the clos- <br />ing of Birch Street and to consider provision of future pedestrian <br />access west of the parking structure between Santa Ana Boulevard <br />and Fifth Street. <br /> <br />2. <br /> <br />3. <br /> <br />possible loss of trees on the mortuary site due to City build- <br />ing set-back requirements. <br /> <br />The Santa Ana Redevelopment Agency, upon its acquisition <br />of the subject site, shall apply for such zoning variances as may <br />be necessary for the parking structure under the City's building <br />set-back requirements, in order to preserve as many trees on the <br />mortuary site as possible. <br /> <br />4. <br /> <br />possible adverse visual and aesthetic effects. <br /> <br />The Parking Structure shall be designed in accordance <br />with the following goals: <br /> <br />a. Compatability with the design of the proposed <br />transportation terminal. <br /> <br />b. <br /> <br />Inward direction of exterior lighting. <br /> <br />c. Use of building materials, color, and landscaping <br />to reduce glare. <br /> <br />d. The small increase in shadow length that may be <br />produced by roof-top stairhouses and elevator penthouses is <br />found not to be a significant environmental effect, and designing <br />such facilities for the purpose of reducing shadow length is <br />found to be infeasible due to economic and social considerations, in <br />that considerations of construction costs and public convenience <br />outweigh any possible benefits of a minor decrease in shadow length. <br /> <br />5. <br /> <br />possible geological hazards. <br /> <br />A soils report and seismology study shall be conducted <br />prior to construction of the parking structure. In the event <br />any significant geological hazard is disclosed, the design of the <br />structure shall be reevaluated and modified as necessary to avoid <br />or mitigate such hazard. <br /> <br />EXHIBIT <br /> <br />A <br /> <br />3B <br />
