The <br />Agency also has certain amounts due to the city to <br />repay advances to finance certain land acquisitions <br />and construction of public improvements, principally <br />a portion of Civic Center Drive, The total amount <br />due the city as of June 30, 1977 was $2,916,854, as <br />reported in the Agency's 1976/77 Report and Finan- <br />cial Statements, <br /> <br />THE CITY OF <br />SA NT A ANA <br />REDEVELOPMENT <br />PROJECT AREA <br /> <br />Background <br />The Redevelopment Plan (the "Plan") for the <br />City of Santa Ana Redevelopment Project Area <br />("the Project") was adopted by the City Council <br />pursuant to Ordinance No. 1173 on July 2, 1973, <br />The Plan was amended to add the north retail <br />center to the Project by Ordinance No, 1258 on <br />June 2, 1975, <br />Conditions within the Project prior to the adoption <br />of the Redevelopment Plan and amendment thereto <br />met the statutory tests for blight, with findings of <br />substandard public facilities, commercial and resi- <br />dential structures, lack of adequate open space, poor <br />access, traffic circulation and parking and other con- <br />ditions detrimental to the public safety and welfare. <br />However, since the Project encompasses a portion <br />of the civic center complex, central business district <br />and northern retail center, the area is believed to <br />have potential for strengthening and revitalizing the <br />city's economic base and improving environmental <br />conditions within the area, <br /> <br />Project Description <br />The Project consists of approxitnately 694 acres <br />in the central and northern parts of the city, It <br />includes three major sub-areas as described briefly <br />below, <br />The first sub-area is the downtown business core, <br />approximately 89 blocks, bounded by Washington <br />and Fourth Streets on the north, Bush and Mortimer <br />Streets on the east, First Street on the south and <br />Olive, Flower and Baker Streets on the west.
