<br />The second sub-area is the 40-block Broadway
<br />to Bush Street corridor that links the downtown and
<br />northern retail areas,
<br />The third sub-area includes the northern retail
<br />area center, about 190 acres, bounded by the north
<br />city boundary, Santiago Street on the east, Santiago
<br />Creek on the south and the Santa Ana River and
<br />Santa Ana Freeway on the west,
<br />Overall, the Project area consists of a mixture of
<br />older residential and commercial buildings, inter-
<br />spersed with new commercial buildings, and the
<br />Civic Center, which includes major federal, state,
<br />county and city office complexes, The amended Plan
<br />provides for utilization of the Project area approxi-
<br />mately as follows:

<br />The Plan calls for acquisition and resale of land
<br />by the Agency, relocation where necessary and con-
<br />struction of public improvements, Public improve-
<br />ments consist principally of street improvements,
<br />water and sewer line relocation where needed, land-
<br />scaping, lighting and related improvements in the
<br />Project area, However, private developers will be
<br />encouraged to acquire sites for redevelopment with-
<br />out Agency assistance, Under current Agency policy,
<br />only in instances where property acquisition cannot
<br />be readily accomplished by private developers under
<br />reasonable terms and conditions will the Agency
<br />acquire sites for resale.
<br />All real property in the Project area is subject
<br />to the conlrols and restrictions of the Plan, The
<br />Plan itself is in accordance with standards incor-
<br />porated in the City General Plan, The Plan requires
<br />that all new construction shall meet or exceed the
<br />standards sel forth in the city's building, electrical,
<br />plumbing, mechanical and other applicable construc-
<br />tion codes, The Plan further provides that no new
<br />improvements shall be constructed and that no exist-
<br />ing improvements shall be substantially modified,
<br />altered, repaired, or rehabilitated except in accord-
<br />ance with site plans submitted and approved by the
<br />City Planning Commission,
<br />The Plan allows for commercial, office, residential,
<br />governmental and public uses within the Project area
<br />but specifies the particular land use area in which
<br />each such use is permitted, The Agency may permit
<br />an existing but nonconforming use to remain so long
<br />as the existing building is in good condition and is
<br />generally compatible with other surrounding develop-
<br />ments and uses,
