Fra!!ci~!!O, I!!e., 81-788~ <br /> <br />GALLEY 49- <br /> <br />THE CITY <br /> <br />Geography <br /> <br />The City of Santa Ana, county seat of Orange <br />County and one of the oldest communities in South- <br />ern California, is located 33 miles southeast of Los <br />Angeles, 20 miles east of the Ports of Los Angeles <br />and Long Beach, ten miles inland from the Pacific <br />Ocean along the Santa Ana River, and 90 miles <br />north of San Diego, It encompasses an area of ap- <br />proximately 27 square miles and lies on generally <br />level land at an elevation of 135 feet above sea level, <br />The City of Santa Ana was established by William <br />H, Spurgeon on 76 acres of land in 1869, It was <br />incorporated on June I, 1886 and reorganized under <br />a city charter in 1888, In 1952, the voters approved <br />a charter which established a council-manager form <br />of government. The seven-member city council is <br />elected at large and the mayor is elected by the coun- <br />cil from among their membership, The city has <br />served as the county seat since the formation of <br />Orange County in 1889, <br />Numerous government offices have taken advan- <br />tage of the city's central location and position as <br />county seat. City, county, state, and federal offices <br />are conveniently located in the new city-county civic <br />center in the heart of the city, <br />Santa Ana has a relatively mild climate induced <br />by the mixing of cool breezes from the ocean and <br />drier winds from the desert over the coastal plain, <br />The mean July temperature is 72° and the mean <br />January reading 53°" <br /> <br />Population <br /> <br />Santa Ana has shown a slower rate of population <br />growth than Orange County as a whole, indicating <br />its stability as an established community, The 1970 <br />census reported the population of the city to be <br />156,601, a 56,1 percent increase over the 1960 <br />population. Orange County, according to the 1970 <br />census, had an estimated population of 1,420,386, <br />a lOl.8 percent increase over the same period. <br />The State Department of Finance estimated the <br />January 1977 population of Santa Ana at 182,000, <br />an increase of over 25,000 from the 1970 census, <br />Growth in population since 1940 is shown in the <br />following tabulation, The county's January 1977 <br />population is estimated at 1,768,000, ranking it sev- <br />enth in the nation. <br />
