Motion passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxe~ourger, Markel <br />Serrato, Ward, Yamamoto <br />None <br /> <br />CA <br /> <br />130.4 <br /> <br />The Council recessed at 9:41 p.m., and reconvened at 9:56 p.m., with all <br />Councilmembers present. <br /> <br />AGENDA ORDER - PUBLIC HEARING The Mayor announced that this was <br />APPEAL #431; VA 80-70; the time and place for the public <br />3317-3401W. 5TH ST. hearing of Appeal No. 431, Variance <br />CA INSTRUCTED Application No. 80-70, filed by <br /> Phil Rocco, appealing the Planning <br />Commission's decision to deny a variance to allow automobile salvage and re- <br />cycling at 3317-3401 West Fifth Street. <br /> <br />The Senior Planner presented the staff report and recommendations. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />The following people spoke in favor of the appeal: <br /> <br />Dean Evans, 616 E. 17th Street <br />Dale H. Heinly, 838 N. Van Ness Street <br /> <br />Dean Evans al so presented a petition, containing 102 signatures, in favor <br />of the appeal. <br /> <br />The following people spoke against the appeal: <br /> <br />Ruby Epps, 626 N. Jackson Street <br />Samuel Romero, 2034 S. Spruce Street <br />Martha Ramirez, 3301W. 5th Street <br /> <br />Martha Ramirez also presented a petition, containing 209 signatures, against <br />the appeal. <br /> <br />There were no other speakers on the matter. The Mayor closed the public <br />hearing. <br /> <br />Following discussion, MOTION was made by Serrato, seconded by Yamamoto, to <br />approve and file the Negative Declaration and instruct the City Attorney <br />to prepare a resolution denying Appeal No. 431, denying VA 80-70, and <br />affirming the decision of the Planning Commission. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Griset, Lu×embourger, Serrato, Ward, Yamamoto <br />Bricken, Markel <br />None <br /> <br />CA 13.3 <br /> <br />The Council recessed at 10:52 p.m., and reconvened at 10:58 p.m., with all <br />Coun¢ilmembers present. <br /> <br />PUBLIC HEARING <br />PROPOSED USE HEARING: <br />GENERAL REVENUE SHARING <br />FUNDS - APPROVED <br /> <br />1981. <br /> <br />The Mayor announced that this was <br />the time and place for the public <br />hearing for use of General Revenue <br />Sharing funds in the total amount <br />of $2,500,000 for fiscal year 1980- <br /> <br />The City Manager presented the staff report and recommendations. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />There were no speakers on the matter.
