SPECIAL PRESENTATIONS Councilman Markel presented a City <br /> Seal Tile Plaque to Richard C. Grace <br /> for his years of service as a member <br /> of the City's Personnel Board from <br />7/1/72 to 6/30/81. Mr. Grace thanked Council and expressed his appreciation <br />for the opportunity to serve the City in this capacity. <br /> <br />The City Manager presented service awards to seven City employees for twenty <br />and twenty-five years of service to the City of Santa Ana. <br /> <br />The Mayor introduced Councilmembers-elect John Acosta and Patricia McGuigan <br />to the audience. <br /> <br />EXECUTIVE SESSION <br /> <br />At 7:46 p.m. Council recessed to <br />Executive Session and reconvened <br />at 8:30 p.m., with all members <br />present. <br /> <br />PROPOSED SETTLEMENT AGREEMENT By way of action out of Executive <br />CITY OF SA V. CITY OF ORANGE Session, MOTION was made by Griset, <br />CONTINUED TO 3-21-81 seconded by Ward, to continue the <br /> proposed settlement agreement be- <br />tween City of Santa Ana, City of Orange, and Reliance Development, Inc. of <br />Orange (formerly Continental Cities, Inc.) - Case #34-83-00 to 8:00 a.m., <br />March 21, 1981. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />None <br />None CA 139.1 <br /> <br />PUBLIC HEARING The Mayor announced that this was <br />CABLE TV FRANCHISE the time and place for the public <br />CONTINUED TO 4-6-81 hearing on the cable TV franchise <br /> relative to establishing order of <br />priority among Council-selected firm(s) and authorizing City Manager to begin <br />negotiations with Council-selected firm(s) according to priority list. <br /> <br />The Assistant City Manager presented the staff report and recommendations. <br /> <br />The Clerk of the Council reported written communications from the City <br />Manager recommending that Council hold the public hearing as scheduled, <br />but continue final action until April 6 to permit assembly of data requested <br />by Council on March 16 and a communication from Bowers Museum Foundation <br />dated March 10 in support of Teleprompter of Santa Ana, Inc. <br /> <br />Morton Fink, representing the Santa Ana Chamber of Commerce, reinforced the <br />Chamber's commitment to the cable evaluation process and urged the Council <br />not to hurry with the final decision. <br /> <br />The following people spoke in favor of cable television or in support of an <br />individual firm (as indicated): <br /> <br />Tom Gallagher <br />Gary Key <br />Stanford D.
