MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />March 21, 1981 <br /> <br />The meeting was called to order at 8:05 a.m. by Mayor Ward in the City <br />Council Chambers. Councilmembers present were Gordon Bricken, Robert W. <br />Luxembourger, J. Ogden Markel, and M~yor James E. Ward. Councilmembers- <br />elect John Acosta and Patricia McGuigan were also present, as were City <br />Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the <br />Council Janice C. Guy. Councilmembers Daniel E. Griset and Alfred C. <br />Serrato joined the meeting at 8:07 a.m. and 8:12 a.m. respectively. <br />Councilmember Harry K. Yamamoto was absent. <br /> <br />EXECUTIVE SESSION <br /> <br />The Council recessed to <br />Executive Session at 8:05 a.m. <br />and reconvened at 8:52 a.m. <br /> <br />CITY OF SA VS. CITY By way of action out of <br />OF ORANGE Executive Session, the City <br />AGREEMENT AUTHORIZED Manager explained that several <br /> changes had been made to the <br />proposed agreement between the Cities of Santa Aha and Orange and Reliance <br />Development, Inc., as a result of his discussions with the Northeast Santa <br />Ana neighborhood which made the agreement more acceptable to the neighbor- <br />hood, and that approval was recommended. <br /> <br />Joanne Lechner, 2337 N. Santiago Ave., addressed the Council, stating that <br />the group which had met with the City Manager Friday evening, March 20, had <br />recommended approval of the agreement by the following vote: <br /> <br />AYES: 28 <br />NOES: 8 <br />ABSTAINED: 12 <br /> <br />Mark Chandler, 529 E. Virginia, urged continuation of the suit against <br />Orange, stating that the vote taken Friday evening was not representative <br />of the neighborhood, since 687 persons had signed the initial petition <br />against the proposed development and approximately 440 had refused accept- <br />ance of the first proposed settlement agreement. <br /> <br />Following discussion by the Council, MOTION was made by Griset, seconded <br />by Luxembourger, to authorize the Mayor and Clerk to execute that certain <br />agreement between the City of Santa Ana, the City of Orange, and Reliance <br />Development, Inc. of Orange dated March 20, 1981, subject to acceptance <br />by the City of Orange and Reliance Development. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Griset, Luxe~ourger, Markel, Serrato, Ward <br />Bricken <br />Yamamoto <br /> <br />ORAL COMM - CM The City Manager reported that <br />AMTRAK CLOSURE the article in the Register re- <br /> garding the elimination of <br /> Amtrak service along the Los <br />Angeles - San Diego route had been based on statements by AnYcrak only; <br />according to his discussions with Federal representatives, the LOSSAN <br />Corridor is the second most prosperous in the country and service will be <br />maintained. <br /> <br />RES. NO. 81-42 <br />CA COMPENSATION <br />ADOPTED <br /> <br />MOTION was made by Bricken, <br />seconded by Luxembourger, to <br />adopt the following: <br /> <br />RESOLUTION NO. 81-42 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA FIXING AND ESTABLISHING THE COM- <br />PENSATION FOR THE OFFICE OF CITY ATTORNEY OF THE CITY OF <br />SANTA ANA, AND REPEALING RESOLUTIONS INCONSISTENT THEREWITH. <br /> <br />CITY COUNCIL MINUTES 96 MARCH 21, 1981 <br /> <br /> <br />
