<br />RESOLUTION NO. 82-34 <br />PAGE FOUR <br /> <br />. <br /> <br />not be considered a significant adverse impact, when <br />coupled with existing adverse noise levels and those <br />projected from other traffic increases generated by <br />development activity in other areas, certain streets <br />and adjoining properties will experience higher noise <br />levels. These levels are normally unacceptable for <br />residential uses and application of the noise measures <br />provided for in the City's existing building code will <br />mitigate a substantial portion of these impacts on new <br />or rehabilitated residential uses adjoining the Project <br />Area. No feasible mitigation measures to reduce noise <br />impact on existing residences are available. <br /> <br />(f) The proposed Project will increase the use of <br />electricity and natural gas. While this is not ex- <br />pected to be a significant increment of regional <br />energy usage, mitigation measures include application <br />of the California Energy Commission's standards for <br />energy-conserving construction techniques in all new <br />construction. <br /> <br />. <br /> <br />(g) Businesses required to move as a result of an <br />Agency action in the implementation of the <br />Redevelopment Project will be afforded relocation <br />benefits and assistance in the manner prescribed in <br />the Redevelopment Plan and by the California Community <br />Redevelopment Law (" CRL" ) . (There are no res iden tial <br />units in the Project Area.) <br /> <br />(h) Potential adverse municipal fiscal impact of new <br />development will be mitigated through: (1) the <br />allocation of tax increment revenues to pay for costs <br />of public and other improvements which cannot be <br />provided from any other source; (2) the limitation <br />of Agency land acquisition to projects with immediate <br />development potential; and (3) the phasing of develop- <br />ment to insure that municipal costs do not exceed <br />municipal revenues. <br /> <br />. <br /> <br />(i) Under the proposed Redevelopment Plan, a high <br />level of material and labor resources will be com- <br />mitted to the development of industrial, commercial <br />facilities and the public and other improvements <br />over the duration of the Plan. Substantial quan- <br />tities of building materials and fuel will be <br />utilized in this construction. These commitments <br />of resources are not significant when compared to <br />other similar developments ongoing elsewhere in the <br />region and are considered justified in order to <br />
