<br />RESOLUTION NO. 82-28 <br />PAGE FOUR <br /> <br />. <br /> <br />(e) Projected traffic increases stemming from the <br />proposed Project will result in noise increases of <br />less than 1.0 decibels. While this increase should <br />not be considered a significant adverse impact, when <br />coupled with existing adverse noise levels and those <br />projected from other traffic increases generated by <br />development activity in other areas, certain streets <br />and adjoining properties will experience higher noise <br />levels. These levels are normally unacceptable for <br />residential uses and application of the noise measures <br />provided for in the City's existing building code will <br />mitigate a substantial portion of these impacts on new <br />or rehabilitated residential uses. No feasible mit- <br />igation measures to reduce noise impact on existing <br />residences are available. <br /> <br />. <br /> <br />(f) The proposed Project will increase the use of <br />electricity and natural gas. While this is not ex- <br />pected to be a significant increment of regional <br />energy usage, mitigation measures include application <br />of the California Energy Commission's standards for <br />energy-conserving construction techniques in all new <br />construction. <br /> <br />(g) Persons and business~s required to move as a <br />result of an Agency action in the implementation of <br />the Redevelopment Project will be afforded relocation <br />benefits and assistance in the manner prescribed in <br />the Redevelopment Plan and by the California Community <br />Redevelopment Law ("CRL"). <br /> <br />. <br /> <br />(h) Whenever dwelling units housing persons and <br />families of low or moderate income are destroyed or <br />removed from the low and moderate income housing <br />market as part of the Redevelopment Project, the <br />Agency shall, within four years of such destruction <br />or removal, rehabilitate, develop or construct, or <br />cause to be rehabilitated, developed or constructed, <br />for rental or sale to persons and families of low <br />or moderate income an equal number of replacement <br />dwelling units at affordable housing costs within <br />the Project Area or within the territorial juris- <br />diction of the Agency. Further, such housing will <br />be provided in a manner prescribed in the Redevelop- <br />ment Plan and the California CRL. <br />
