<br />RESOLUTION NO. 82-28 <br />PAGE THREE <br /> <br />. <br /> <br />traffic impacts will not occur as a result of the <br />Project. This is so given the regional nature of these <br />problems as they relate to already adverse conditions <br />concerning the Newport and Santa Ana Freeways and the <br />fact that certain potential mitigating measures are <br />within the responsibility of the State of California <br />rather than the City of Santa Ana. Because of the <br />long implementation period of the Project, City-wide <br />mitigation measures can be implemented before un- <br />acceptable levels of service are reached in the <br />regular course of providing City-wide traffic <br />circulation improvements. <br /> <br />(c) with the exception of certain traffic improvements <br />and facilities noted above, needed public facilities, <br />utilities and other services identified in the Final <br />EIR will be provided either by the City, the Agency, <br />by the developer or normal provider of such improve- <br />ments and services during the design review and <br />implementation phase of the proposed Redevelopment <br />Project. <br /> <br />. <br /> <br />(d) Although the proposed Redevelopment Project <br />itself is not expected to contribute significantly <br />to regional air pollution levels, the total of other <br />developments constructed in the South Coast Air Basin <br />during the next 10 to 20 years has the potential to <br />adversely affect air quality. To the extent the <br />public improvements contained in the proposed Re- <br />development Plan alleviate traffic congestion and <br />the resultant air emissions therefrom, local air <br />quality impacts will be mitigated. Due to the <br />regional nature of the local air quality problems, <br />mitigation measures identified in the Final EIR to <br />reduce potential impacts on local or regional air <br />quality cannot be assured at this time. Application <br />of specific measures depends on several variables <br />including the nature and operation of specific <br />developments as well as regional air pollution control <br />policies outside the jurisdiction of the Commission, <br />the Agency or the City. To the extent feasible and <br />practical the City and Agency will as necessary review <br />Agency-assisted developments to incorporate any viable <br />measures to address significant potential impacts on <br />air quality related thereto. <br /> <br />. <br />
