The Mayor thanked Dr. Maybury for his informative presentation and Dr. Maybury was presented with a City Seal tile plaque. CA 9.3 RECOGNITION OF FORMER MAYORS HERRON & McMICHAEL The Mayor recognized two former Santa Ana Mayors in the audience, Wade Herron and Tom McMichael. PUBLIC HEARING FY '81-82 BUDGET CONT'D TO 7/25/81 The Mayor opened the public hear- ing on the proposed FY 1981-82 budget. The City Manager presented an overview and update of the proposed budget. Arla Crandall, 4206 W. Wisteria, presented Council with a petition request- ing that there be no cutbacks in the Police budget, and that the COP pro- gram be retained. The following people spoke in favor of maintaining the Police budget at its current level at a minimium, or increasing it, if possible: Emil Ketelson, 2030 E. Santa Clara Paul Kitner, 206 S. Sullivan Sam Polizzi, 2501N. Spurgeon Pat Lindros, 1907 S. Maple Kathy Church, 1054 Fairbrook Bill Welsh, 2440 S. Park Dotti Pettinger, 2408 N. Bristol Lee Kearney, 901N. Mirasol Jake Thomas, 514 Virginia The following people spoke regarding the Assistant Curator position at the Santa Ana Children's Zoo: Don Shagam, 1691 Mesa Vern Vance, Cypress Marie Mayo, 13081 Hughes Wade Herron, 1505 N. Baker Margaret Bush, 2037 Woodland Place Gordon McGowen, 6662 Western Avenue, Buena Park Charles Mayo, 13081 Hughes Dan Northcutt, 6401 Vanguard, Garden Grove There were no other speakers on the matter. The Mayor closed the public hearing. The City Manager responded to the questions posed by the public regarding the budget. By unanimous informal consent, further discussion of the budget was continued to July 25, 1981. CA 65 Council recessed at 9:05 p.m., and reconvened at 9:17 p.m., with the same members present. PUBLIC HEARING The Mayor opened the public hearing APPEAL APPLICATION #445; continued from July 6, 1981, on VA 80-71 ~; Appeal Application No. 445, filed RES. NO.~D by Harvey D. and Kazuko Kagasoff, appealing the Planning Commission's denial of Variance Application No. 80-71 to allow light manufacturing, ware- housing and open storage at 1420 West Fifth Street. The Senior Planner gave the staff report and recommendations. The Clerk of the Council reported a written communication from Rudolfo Montejano, attorney for the applicant.
