MINUTES OF THE ADJOURNED REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />August 27, 1981 <br /> <br />The meeting was called to order by Mayor Gordon Bricken at 7:42 p.m., in <br />the City Council Chambers, 22 Civic Center Plaza. Councilmembers present <br />were John Acosta, Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel, <br />Patricia A. McGuigan, Alfred C. Serrato, and Mayor Gordon Bricken. Also <br />present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, <br />and Clerk of the Council Janice C. Guy. <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />Following the Pledge of Allegiance <br />to the Flag, the Invocation was given <br />by Councilmember Serrato. <br /> <br />ASSESSMENT DISTRICT NO. 246 <br />DOWNTOWN PARKING GARAGE <br />RES. NOS. 140-143, ORD. NO. <br />1599, BID AWARD <br />CONTINUED FOR 30 DAYS <br /> <br />The Mayor announced that this was the <br />time and place for the public hearing <br />of appeals of the assessment in the <br />matter of Assessment District No. 246. <br /> <br />The Clerk of the Council reported that <br /> <br />notices had been published, posted and mailed as prescribed by law, and that <br />affidavits were on file in the office of the Clerk of the Council. <br /> <br />The City Manager presented a detailed report which included the background <br />of the Assessment District, funding methods, the formula for making the <br />assessments, the bond payment schedule, and other related information. <br /> <br />The Council recessed at 8:27 p.m., and reconvened at 8:41 p.m., with the <br />same members present. <br /> <br />The Council then asked questions of the staff and consultants, Steven <br />Spickard of Economic Research Associates, Richard Botti of Keyser Marston, <br />and Robert Powell of Stone and Youngberg, who responded in their respec- <br />tive areas of expertise. <br /> <br />The Clerk of the Council reported written communications protesting the <br />Assessment District from the following: <br /> <br />Richard R. Hammer on behalf of General Council of the Assemblies <br />of God <br />Lee R. Albert on behalf of Joseph L. Gilmaker <br />E. Walter Scott on behalf of Ranchaire Corporation <br />Dorothy D. Smith <br />Don M. Pearson on behalf of B.B.D. Company <br />Frank J. Chaves <br />Clara Clem <br />Samuel H. Lasry <br />Forrest M. Parker <br />Harry Klipstein <br />Ronald D. Ferguson on behalf of Fairhaven Memorial Park <br />Mrs. Mollie C. Campbell <br />Soll R. Satnick <br /> <br />Written communications in support of the District were received from the <br />following: <br /> <br />Jack McCulloch on behalf of 29 property owners <br />Louise Hutton <br />Barbara Mathewson <br />William Bruce Voss <br />Harry Gabriel <br /> <br />A written communication was received from Raymond J.
