He <br /> presented suggestions for improving <br />the procedure, including showing the time of day in the deadline for receiving <br />proposals, stressing that it should not be later than 2-3 o'clock p.m., due to <br />traffic congestion problems; he also recommended that the list of firms to <br />which RFP's are sent be purged of those firms unlikely to respond, i.e. East <br />Coast bidders. <br /> <br />Councilmember McGuigan requested that the Recreation and Parks Department meet <br />with persons interested in organizing a Bicycle Club in the City of Santa Ana. <br />She also commended George Smyrniotis, owner of the Golden Ram Restaurant, for <br />donating lambs for the Police Benevolent Association Benefit Dinner, stating <br />that Mr. Smyrniotis was an outstanding member of the community. <br /> <br />Councilmember McGuigan presented a plaque to Mayor Bricken on behalf of the <br />City of Santa Ana, displaying a badge she had received from the first five <br />women Police Officers from Tecate, Mexico, Santa Ana's Sister City, who were <br />in Santa Aha for Police training. <br /> <br />RECESS Council recessed to Executive <br />EXEC. SESSION Session at 3:45 p.m., and <br />RECONVENED reconvened at 4:19 p.m., and <br /> immediately recessed to dinner <br />at Ristorante Ervino, 2431N. W. Luxembourger presented a proclamation to Phyllis Ahnert, <br />President of East Orange County Board of Realtors, proclaiming April <br />18-24, 1982, as "Private Property Week."
