SPECIAL PRESENTATION Ronald Oho, Santa Ana Recreation, <br />AWARD OF EXCELLENCY Parks and Community Services De- <br /> partment, presented an Award of <br /> Excellency from the California <br />Parks & Recreation Society, to Mayor Bricken, on behalf of The City of <br />Santa Ana, for the development and design of Centennial Regional Park, <br />the best-designed California park of 1981, stating that this was awarded <br />jointly to Orange County. <br /> <br />COMMUNITY SPOTLIGHT Bernadine Kautz, President of <br />SOROPTIMIST INTERNATIONAL the Soroptimist International of <br /> Santa Ana, presented an overview <br /> of the organization, explaining <br />that the Soroptimist International is a service club for professional <br />women chartered in 1947, and is celebrating its 35th birthday as a <br />professional club in this City. A Soroptimist scholarship is given each <br />year to a woman entering Santa Ana Community College, and three scholar- <br />ships are given each year to seniors in high school. Councilman Markel <br />thanked Ms. Kautz for the informative presentation and presented her <br />with a City Seal Tile Plaque in appreciation of the Soroptimist Inter- <br />national's valuable contribution to the City of Santa Ana. NS-1628 <br />GRANTING A NON-EXCLUSIVE <br />FRANCHISE TO GROUP W CABLE - <br />1ST READING & PUBLICATION OF <br /> <br />TITLE <br /> <br />The Mayor opened the public <br />hearing regarding granting <br />of a non-exclusive franchise to <br />Group W Cable, Inc. The City <br />Manager gave an overview of <br />of the proposed ordinance and <br /> <br />agreement with Group W Cable, Inc., and answered questions posed by <br />Council. <br /> <br />The Clerk of the Council reported no written communications. <br /> <br />There were no speakers on the matter. The Mayor closed the public hear- <br />ing. <br /> <br />Carl Pilnik, Telecommunications, answered questions for Council. <br /> <br />Following lengthy discussion, MOTION was made by Griset, seconded by <br />Luxembourger, to place the following ordinance on first reading and <br />authorize publication of title: <br /> <br />ORDINANCE NO.
