Luxembourger at 8:07 <br />p.m., in the City Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present~we~e Dan!e! ~. Griset, J. Ogden Markel, Patricia A. McGuigan, <br />Alfred C. Serrato, and Vice Mayor R. W. Luxembourger. Also present were <br />City Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of <br />the Council Janice C. Guy. <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />Following the Pledge of <br />Allegiance to the Flag, the <br />Invocation was given by Vice <br />Mayor R. W. NS-1639 - 1ST <br />RET& PUBLICATION OF TI~ <br /> <br />Relating Thereto, to order. <br /> <br /> The Vice Mayor called the joint <br /> hearing of the Redevelopment <br /> Commission and City Council, <br /> convened to consider the <br /> adoption of the Redevelopment <br /> Plan for Santa Aha South Main <br /> Street Redevelopment Project <br /> and Draft Environmental Impact <br />He then introduced the Spanish translator <br /> <br />and explained the procedures for giving testimony at the hearing. <br /> <br />The Clerk of the Council called the roll. Councilmembers present were <br />Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel, Patricia A. <br />McGuigan, and Alfred C. Serrato. Redevelopment Commissioners present <br />were John M. Coil, Ted Jessee, John P. Kane, R. Thomas McLean, Alexander <br />Nalle, and Robert Newcomb. <br /> <br />The City Attorney stated that Councilmember Acosta, Councilman Markel, <br />and Redevelopment Commissioner Jessee, were disqualified from <br />participation, as they had filed disclosure statements declaring owner- <br />ship of property in the proposed redevelopment area. <br /> <br />Councilman Markel stated that he wanted to represent the people who <br />elected him, and that he was at the meeting to be heard. The City <br />Attorney explained State law provisions relating to a declared Conflict <br />of Interest. <br /> <br />The Council recessed to Executive Session at 8:21 p.m., and reconvened <br />at 8:50 p.m., with the same members present. <br /> <br />Vice Mayor Luxembourger requested Councilman Markel not participate in <br />the hearing as a decision-maker, but encouraged him to speak as a private <br />citizen. <br /> <br />Councilman Markel stepped down from the dais at 8:55 p.m. <br /> <br />CITY COUNCIL MINUTES <br /> <br />213 ~UNE 28, 1982 <br /> <br /> <br />
