The City Attorney presented a Statement of Findings for adoption of the <br />Redevelopment Plan. <br /> <br />The City Manager described the project area and summarized pertinent <br />sections of the Report of the Commission to the City Council. There were <br />no objectionS by anyone present, and the Report of the Commission, includ- <br />ing the Report and Recommendations of the Planning Commission, was made <br />a part of t~e record. <br /> <br />Patrick Mann, representing %he Arroyo Group, summarized the Draft <br />Environmental Impact Report. There were no objections by anyone present <br />and the Draft Environmental ImPaCt Report, with the accompanying comments, <br />was mader6 part of ~h~ record as part of the Report of the Commission. <br /> <br />The City Attorney summarized the Redevelopment Plan. There were no <br />objections by anyone present, and the proposed Redevelopment Plan was <br />made a part of the record. <br /> <br />The City Attorney requested that the Rules Governing Participation By and <br />Preferences to Owners, Operators of Businesses and Tenants as adopted by <br />the Community Redevelopment Agency, be made a part of the record. Since <br />there were no objections, said rules were made pa~t of the official <br />record. <br /> <br />The Council and Commission recessed at 9!34 p.m., and reconvened at 9:42 <br />p.m., with the same members present. <br /> <br />Written c~m~n~cations in suppo~t of the Plan were receiVed fr~m the <br />following persons, and read into the record by,the Clerk: <br /> John W.
