<br />VII. HAZARDS/HAZARDOUS MATERIALS <br /> <br />A. Create a significant hazard to the <br />environment through the routine transport, <br />of hazardous materials? <br /> <br />public <br />use or <br /> <br />or the <br />disposal <br /> <br />B. Emit hazardous emissions or <br />hazardous materials, substance <br />mile of an existing or proposed <br /> <br />handle hazardous or acutely <br />or waste within one-quarter <br />school? <br /> <br />Potentially Significant Unless Mitigation Incorporated <br /> <br />The proposed project involves the construction and operation of <br />a church facility and an associated offsite parking area. The <br />long-term operation of the proposed project would not involve <br />the routine transportation, disposal or emission of hazardous <br />materials or waste. However, the long-term operation and <br />construction operations of the proposed project could involve <br />the handling and storage of incidental amounts of hazardous <br />substances such paints, solvents and other types of cleaners. <br />The project would be required to comply with local, state and <br />federal requirements regarding the handling and storage of <br />hazardous materials. Compliance with local, state and federal <br />regulations and laws regarding the handling, storage and <br />transportation of hazardous materials would reduce potential <br />long-term hazardous material hazard impacts to a level <br />considered less than significant. <br /> <br />Construction operations for the proposed project would involve <br />the demolition of four existing structure on the project site. <br />Due to the age of the building, there is concern that the <br />structure could contain asbestos containing building materials. <br /> <br />To determine the presence of asbestos containing building <br />materials, an asbestos survey was prepared for the structures <br />proposed for demolition. The survey was prepared by, Common <br />Sense Safety, Inc in March of 2003. The survey is available for <br />review at the City of Santa Ana Planning Department. <br /> <br />During the survey each structure was visually inspected to <br />identify the location, type and quantity of suspected asbestos <br />containing materials. Samples were taken from each structure and <br />analyzed. The analysis determined that asbestos containing <br />building materials were present in two of the buildings on the <br />project site. Without adequate remediation, proposed demolishing <br />activities to these buildings could release asbestos particles <br /> <br />11 <br /> <br />31A-33 <br />13 of 48 <br />
