<br />City. However, the City does contain several local drainage <br />systems that convey drainage flows to sensitive marine <br />resources. Pollutants conveyed through these drainage systems <br />could adversely impact sensitive marine resources. Construction <br />operations and the long term operation of the proposed project <br />could discharge pollutants into local drainage systems that <br />could potentially convey water quality pollutants to sensitive <br />marine resources downstream of the project site. Through the <br />implementation of mitigation measures identified in Section VIII <br />of this initial study potential water quality impacts to <br />downstream marine resources would be reduced to a level <br />considered less than significant. <br /> <br />IX. LAND USE/PLANNING <br /> <br />A. Physically divide an established community? <br /> <br />No Impact <br /> <br />The proposed project is conditionally permitted within <br />residential areas. To meet the parking requirements for the <br />project, the applicant is requesting approval of a Minor <br />Exception to allow for an offsite parking area across the street <br />from the proposed church. No adverse land use impacts would be <br />associated with the proposed church. A combination of <br />landscaping and perimeter walls would be provided for the <br />proposed offsite parking to minimize land use impacts to nearby <br />residential areas. <br /> <br />B. Conflict with any applicable land use plan, policy, or <br />regulation of an agency with jurisdiction over the project <br />adopted for the purpose of avoiding or mitigating an <br />environmental effect? <br /> <br />Less Than Significant Impact <br /> <br />The proposed project is consistent with the General Plan and <br />conditionally allowed under the City's Zoning Ordinance. <br />Additionally, the proposed project is requesting approval of <br />Minor Exception to allow for offsite parking. With approval of <br />the Conditional Use Permit and Minor Exception the proposed <br />project would not be conflict with relevant planning programs in <br />the City. <br /> <br />C.
