<br />No Impact <br /> <br />The proposed project involves the construction of a church <br />facility. Implementation of the proposed project would not <br />increase the demands for new recreation facilities or have an <br />adverse impact on any existing recreational services or <br />facilities. <br /> <br />XV. TRANSPORTATION/TRAFFIC <br /> <br />A. Cause an increase in traffic, which is substantial in <br />relation to the existing traffic load and capacity of the <br />Street system? <br /> <br />Less Than Significant Impact <br /> <br />The proposed project would replace and existing church. <br />According to the City's Public Works Department, there would be <br />no significant increase in vehicle trips. Additionally, the <br />proposed project is consistent with the General Plan and the <br />traffic projections in the Circulation Element. Existing levels <br />of service of roadways segments and intersections within the <br />project area would not decrease. <br /> <br />B. Exceed, either individually or cumulatively, a level of <br />service standard established by the county congestion <br />management agency for designated roads or highways? <br /> <br />Less Than Significant Impact <br /> <br />The Orange County Congestion Management Program requires a <br />traffic impact analysis to be prepared for developments that <br />generate 2,400 or more vehicle trips per day and that would <br />directly impact the CMP Highway System. The proposed project <br />would not exceed the daily vehicle trip criteria established by <br />the Orange County Management Program and therefore would have <br />less than a significant impact on the Orange County Congestion <br />Management Program. <br /> <br />c. Result in a change in air traffic patterns, including <br />either an increase in traffic levels or a change in <br />location that results in substantial safety risks? <br /> <br />No Impact <br /> <br />The proposed project involves the construction of a church and <br />parish hall.
