<br />EXEMPTFROMFEESPURUSANT <br />TO GOVERNMENT CODE S 6103 <br /> <br />hearing, voted by a vote of 5-0 (Alvarez, abstained and Garcia, <br />absent) continued the matter to October 4, 2004 by a vote of 6-0 <br />(Alvarez, abstained). <br /> <br />2. On October 4, 2004, the City Council voted by a vote of 6-0 <br />(Alvarez, abstained) to continue the matter for sixty (60) days. <br /> <br />3. On November 15, 2004, the City Council voted by a vote of 6-0 <br />(Alvarez, abstained) to continue the matter for an additional sixty <br />(60) days. <br /> <br />4. On February 22, 2005, the City Council voted by a vote of 6-0 <br />(Alvarez, abstained) to continue the matter to March 21,2005. <br /> <br />F. The Joe Lowell House, located at 924 North Lowell Street, Santa Ana, <br />was built in 1924 and qualifies for listing on the Santa Ana Register of <br />Historical Properties as a building with distinguishing characteristics of the <br />Mission/Spanish Colonial Revival and Pueblo Revival architectural style <br />and for its association with Joe Lowell. Mr. Lowell was instrumental in the <br />development of Washington Square. <br /> <br />1. This structure is also eligible to be placed within the Key category <br />for its distinctive architectural style and quality as illustrated by its <br />cubic massing, stylized buttresses, vigas, arched openings, stucco <br />and red clay tile. <br /> <br />2. The legal owners of the subject property are Fernando & Marian <br />Astra n. <br /> <br />3. The legal description for the subject property is attached hereto as <br />Exhibit A and incorporated by this reference as though fully set <br />forth herein. <br /> <br />4. The subject property meets the minimal standards for placement on <br />the City of Santa Ana Register of Historic Property pursuant to <br />Section 30-2 of the Santa Ana Municipal Code. <br /> <br />5. The subject property meets the minimal standards for placement in <br />the key category pursuant to Section 30-2.2(2) of the Santa Ana <br />Municipal Code. <br /> <br />Section 3: In accordance with the California Environmental Quality Act, the <br />recommended action is exempt from further review. A Categorical Exemption will be <br />filed for this project. <br /> <br />Section 4: The City Council of the City of Santa Ana, after conducting the <br />public hearing, hereby denies Appeal No. 2004-02 and approves Historic Resources <br />Commission Application No. 2003-45 and Historic Register Categorization No. 2003-47 <br />for the property located at 924 North Lowell Street, Santa Ana. <br /> <br />This decision is based upon the evidence submitted at the abovesaid hearings, <br />which includes but not is not limited to: the Staff reports and exhibits attached thereto; <br /> <br />55A-12 <br /> <br />Resolution No. 2005-XXX <br />Page 2 of 4 <br />
