<br />HRCA No. 2004-05 <br />HRC No. 2004-05 <br />August 5, 2004 <br />Page 2 <br /> <br />The Historic Resources Commission rescheduled the subj ect property for <br />action on May 6, 2004. The property owners were not present at that <br />Commission hearing and did not respond to staff's attempt to reach them <br />by phone prior to the public hearing. On May 6, 2004, the Historic <br />Resources Commission placed the F.B. Elliot House on the local register <br />and categorized it as Key. <br /> <br />Following action by the Historic Resources Commission, a courtesy letter <br />was sent to the property owner to communicate the Commission's action on <br />their property and inform them of the 10-day appeal period. <br />Unfortunately, in error the courtesy letter was sent to the subj ect <br />rental property instead of Mrs. Kroll's home address. Thus, Mrs. Kroll <br />did not contact the City about her property's listing status until after <br />the 10-day appeal period was closed. Mrs. Kroll is requesting her <br />property be removed from the Register due to concerns with current and <br />future restrictions on her property. <br /> <br />Analysis of the Issues <br /> <br />The F.B. Elliot House meets the minimum selection criteria for inclusion <br />on the Santa Ana Register of Historical Properties pursuant to criteria <br />contained in Section 30-2 of the Santa Ana Municipal Code. The first <br />benchmark for selection requires that the structure be 50 or more years <br />old. As detailed in the property description, the structure proposed <br />for placement on the Register meets the minimum age criteria. <br /> <br />Based on the results of research, the structure at 1905 North Valencia <br />Street meets the criteria to be placed in the Key category as contained <br />in Section 30-2.2 of the Santa Ana Municipal Code. The code criteria <br />for Key designation are as follows: <br /> <br />a. <br /> <br />The building, landmark or district <br />architectural style and quality; or <br /> <br />has <br /> <br />a <br /> <br />distinctive <br /> <br />b. The building, landmark or district is characteristic of a <br />significant period in the history of the City of Santa Ana; or <br /> <br />c. The building, landmark or district is associated with a <br />significant person or event in the City of Santa Ana. <br /> <br />75A-5 <br />
