MOTION was made by Griset, seconded by Acosta, to authorize the City Manager <br />and City Attorney to initiate any and all discussions with the appropriate <br />judges and parties to accomplish the following: <br /> <br />1) Express deep concern about code violations in Santa Ana; <br /> <br />2) <br /> <br />Inform all participants in the judicial system of the <br />desire to have repeat violators of building and safety <br />codes treated as dangerous criminals, deserving severe <br />punishment; and <br /> <br />3) <br /> <br />Report back any proposed actions the City might take with <br />other legislative bodies by which sentencing limits or levels <br />may be increased for crimes of this nature. <br /> <br />AYES: <br /> <br />NOES: <br />ABSENT: <br /> <br />Acosta, Bricken, Griset, Luxembourger, Markel, <br /> McGuigan, Serrato <br />None <br />None <br /> <br />CA 87.2 <br /> <br />ORD. NS-1646 <br />INCREASING UTILITY <br />USERS TAX EXEMPTION <br />1ST READING & PUBLISH <br /> <br />TITLE <br /> <br />to $10,000.00. <br /> <br />Councilmember Acosta introduced <br />Ordinance No. NS-1646 for <br />consideration, which would <br />increase the utility users' tax <br />exemption for low income <br />households from $7,500.00 <br /> <br />Following discussion, MOTION was made by Acosta, seconded by Luxembourger, <br />to place the following ordinance on first reading and authorize publica- <br />tion of title: <br /> <br />ORDINANCE NO. NS-1646 - AN ORDINANCE OF THE CITY OF <br />SANTA ANA INCREASING THE UTILITY USERS TAX EXEMPTION <br />FOR LOW INCOME HOUSEHOLDS FROM $7,500.00 TO $10,000.00. <br /> <br />AYES: <br /> <br />NOES: <br />ABSENT: <br /> <br />Acosta, Bricken, Griset, Luxembourger, Markel, <br /> McGuigan, Serrato <br />None <br />None <br /> <br />CA 65B <br /> <br />Councilmember Luxembourger requested information on the status of the <br />extension of Alcoholic Beverage Commission time frames for local review. <br />The City Attorney reported that he submitted information to the League <br />of Cities and the League recommended that no action be taken at this <br />time; that it was a matter of local concern, and not statewide <br />concern. By unanimous informal consent, the Council authorized <br />additional lobbying efforts on this matter.
