<br />City Place <br />Focused Environmemallmpact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />Findings Related to Imoacts at Lawson Wav Segment <br /> <br />Changes, or alterations have been required in, or incorporated into, the project which ayoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />Facts in Suooort of the Finding Related to Lawson Way Segment <br /> <br />AI> discussed in Section 4.9 of the EIR, in 2025, the segment of Lawson Way between Memory <br />Lane and Town Country road will be significantly impacted by project related traffic. The <br />implementation of mitigation measure T -3 and T -4 below will improve tbe level of service to <br />acceptable LOS A for 2025 traffic conditions. <br /> <br />T-3 <br /> <br />Prior to issuance of certificate of occupancy permits the applicant shall coordinate with <br />the City of Orange for the removal of on street parking along Lawson Way between <br />Memory Lane and Town and Country Road. This will require approval fj-om tbe City of <br />Orange Traffic Commission <br /> <br />T-4 <br /> <br />Prior to the issuance of certificate of occupancy permits, and subject to the City of <br />orange's approval, the applicant shall restripe Lawson Way to provide two lanes in <br />direction between Memory Lane and Town Country Road. <br /> <br />Level of Significance of Impacts Related to Impacts at the Lawson Way Segment <br /> <br />The adverse impacts ofthe City Place project related to impacts at tbe Lawson Way segment will <br />be mitigated to below a level of significance based on implementation of mitigation measures T- <br />3 and T-4. <br /> <br />Findings Related to Impacts at Intersection ofMemorv Lane and Lawson Way <br /> <br />Changes, or alterations have been required in, or incorporated into, the proj ect which avoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />Facts in Suoport of the Findin~ Related to Imoacts at Intersection of Memorv Lane and Lawson <br />Way <br /> <br />As discussed in Section 4.9 of the EIR, the planning warrant analysis shows that traffic signal <br />installation is warranted at the intersection of Lawson Way and Memory Lane.
