Following discussion, MOTION was made by McGuigan, seconded by Acosta, <br />to continue consideration of the following to September 20, 1982. <br /> <br />1) Amend and adopt the following resolution: <br /> <br />RESOLUTION NO. 82-123 - A RESOLUTION OF <br />THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA DIRECTING THE FUTURE CLOSURE OF A <br />PORTION OF SANTIAGO STREET TO VEHICULAR <br />TRAFFIC. <br /> <br />2) <br /> <br />Direct staff to maintain the temporary <br />closure of Santiago until such time as <br />a permanent closure can be designed and <br />development starts in the area; <br /> <br />3) <br /> <br />Direct staff to relocate the westbound <br />traffic diverter on Grovemont at Larchmont <br />to a new location on Grovemont at Lincoln; <br /> <br />and <br /> <br />4) <br /> <br />Direct staff to continue with implementation <br />of the neighborhood traffic control strategies <br />approved on January 18, 1982. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br /> <br />NOES: <br />ABSENT: <br /> <br />Acosta, Bricken, Griset, Luxembourger, Markel, <br /> McGuigan, Serrato <br />None <br />None <br /> <br />CA 18.11 <br /> <br />Council recessed at 9:22 p.m., and reconvened in the Council Chambers at <br />9:33 p.m., with the same members present, except Mayor Bricken. <br /> <br />PUBLIC HEARING - APPEAL NO. 468 The Mayor Pro Tem opened the <br />CUP 82-9 - 5125 W. FIRST ST. public hearing of Appeal <br />REFERRED TO PLANNING COMM. Application No. 468, filed by <br /> Independent Outdoor Advertising, <br />appealing the Planning Commission's denial of Conditional Use Permit <br />82-9, to allow installation of one double-faced off-premise advertising <br />pole sign (billboard) at 5125 West First Street in the C2 District. <br /> <br />The Director of Planning and Development Services and the Chief of Planning <br />presented the staff report and recommendations. <br /> <br />The Clerk of the Council reported no written communications. <br /> <br />Chris Norby, 214 N.
