Council recessed at 11:15 p.m., and reconvened at 11:25 p.m., with the same <br />members present. <br /> <br />SA/ORANGE TRANS. STUDY The City Manager reviewed the <br />CA INSTRUCTED; STAFF DIRECTED background of the Santa Ana/ <br /> Orange Transportation Study <br /> and informed Council of the <br />recent State legislation regarding cities' power to close streets. <br /> <br />Following discussion, MOTION was made by McGuigan, seconded by Griset, to <br />approve the following: <br /> <br />Instruct the City Attorney to prepare a resolution based on <br />Findings of Fact, in conformance with the General Plan, <br />and in accordance with recent State legislation regarding <br />street closures; <br /> <br />2. Maintain the temporary closure of Santiago Street until <br /> further action is taken; <br /> <br />Direct staff to relocate the westbound traffic diverter on <br />Grovemont at Larchmont to a new location on Grovemont at <br />Lincoln; and <br /> <br />4.
