PUBLIC HEARING Following consideration of a <br />APPEAL NO. 466 - VA 82-7 letter received from Dennis <br />1322 W. 5TH ST. Lowry, representing Advanced <br />CONT'D TO 12/6/82 Mobile Phone Service, request- <br /> ing a continuance of Appeal <br />No. 466 appealing the Planning Commission's denial of Variance 82-7, to <br />allow installation of a 154' antenna at 1322 West 5th Street which is <br />not a permitted use in the C1 district, MOTION was made by McGuigan, <br />seconded by Serrato, to continue the matter to December 6, 1982. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Acosta, Bricken, Griset, Markel, McGuigan, Serrato <br />None <br />Luxembourger <br /> <br />CA 13.3 <br /> <br />SA MOBILE HOME MED. COMM. The City Manager reviewed the <br />STAFF REPORT history of the mobile home <br />STAFF AUTHORIZED mediation committee and events <br />~ leading to the current recommen- <br />dation of staff. Assistant City Manager Swanson and the Housing Director <br />also supplied information on staff's recommendation. <br /> <br />The following persons spoke regarding staff's recommendation of develop- <br />ing a mobile home mediation program using the services of the Orange <br />County Fair Housing Council, and expanding the Senior Citizen Shared <br />Housing Program to include mobile home parks: <br /> <br />Rhona Carter, Continental Mobile Manor, 220 Nice Drive <br />Robert Fair, Villa Grande Mobile Home Park, 1500 E. Warren <br />Barbara Myers, California Mobile Home Park <br />Laurel Stevens, Continental Mobile Manor, 220 Capri <br />Don Callup, Lake Park Dev., 4211W. First <br />Thomas Herron, Taggin' Wagon, 2767 W. First <br />Lillian Gardner, Gardner's Park, 2424 W. First <br />Shirley Houston, West End Mediation Committee <br />Betty Davidow, West End Mediation Committee <br />John Daily, Mobile Home Owners League <br />Shirley Kinkade, 210 Zion <br /> <br />Council recessed at 9:15 p.m., and reconvened at 9:27 p.m., with the same members <br />present. <br /> <br />Following lengthy discussion, MOTION was made by Griset, seconded by McGuigan, <br />to authorize staff to develop a mobile home mediation program that would be <br />acceptable to both park owners and park tenants; to expand the Senior <br />Citizen Shared Housing Program to include mobile home parks; and to explore <br />other opportunities which might offer assistance, and report back to Council <br />on December 6, 1982. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Acosta, Bricken, Griset, Markel, McGuigan, Serrato <br />None <br />Luxembourger <br /> <br />CA 16 <br /> <br />CITY COUNCIL MINUTES 370 NOVEMBER 1, 1982 <br /> <br /> <br />
