The Director of Planning & Development Services reviewed the history of the <br />appeal. <br /> <br />The Clerk of the Council reported a written communication from B. Maurice <br />Hall protesting the sale of beer and wine at 2302 N. Grand Avenue. <br /> <br />Wallace R. Davis, 540 North Golden Circle Drive, attorney representing <br />Atlantic Richfield, spoke in favor of the appeal. <br /> <br />The following persons spoke against the appeal: <br /> <br />Dwight Schroeder, 2332 No. Old Grand <br />Raymond Williams, 1413 E. Adams, Orange <br />Gary Beard, 2121 North Grand <br />Lowell Schroeder, 2316 Old Grand <br />Frank Folsom, 2413 N. Hathaway <br /> <br />Wallace Davis spoke in rebuttal to the speakers against the reconsideration. <br /> <br />Dwight Schroeder spoke in rebuttal to Mr. Davis. <br /> <br />There were no other speakers. The Mayor closed the public hearing. <br /> <br />MOTION was made by Luxembourger, seconded by McGuigan, to adopt the <br />following resolution: <br /> <br />RESOLUTION NO. 82-135A - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA DENYING MINOR EXCEPTION APPLICATION <br />NO. 82-19, SEEKING TO ALLOW THE SALE OF BEER AND WINE FOR <br />OFF-SITE CONSUMPTION ON PROPERTY LOCATED AT 2302 NORTH GRAND <br />STREET. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, McGuigan, Serrato <br />Acosta <br />None CA 13.5 <br /> <br />WARD BOUNDARY CHANGES The City Manager gave an overview <br />PLAN A - ADOPTED of proposed ward boundary changes, <br />ORD. NO. ~ - 1ST. indicating Plan A was based on <br />READ. & PUBLISH TII'E'E'- population changes and Plan B on <br /> population changes also, but <br />adhering more closely to neighborhoods outlined in the General Plan. <br /> <br />Merle Rabine, 401 E.
