Sample Scope of Services

The scope of work described here is for "street rehabilitation" to a hypothetical four-lane divided arterial that
includes raised median islands. For the purpose of this exercise we have made the following assumptions:

I) There is no capacity increase except for turning movement at intersections.

2) The pavement has deteriorated and needs improvement. Roadway profile will be maintained.

3) The street must comply to the ADA standards.

4) Drainage improvements are needed and new catch basins will be installed.

5) Safety is a big concern, and entering and exiting sight distances need to be improved.

6) Median Landscaping and irrigation will have to be designed.

7) The City as the lead agency has obtained the Categorical Exemption under CEQA.

8) Topographic maps will be prepared by the consultant

9) Geotechnical investigation, including pavement design, will be provided by the consultant.

10) Work will be performed within the existing right of way.

The purpose of this exercise is to demonstrate Boyle's skill and experience in understanding typical issues
pertaining to such projects. This type of work comes naturally to Boyle as we have provided such services to
numerous local agencies in the Southern California region. Some of our projects where similar services were
provided are noted in our proposal.

Specific tasks that will be completed for this hypothetical project are discussed below:

Task 1 - Project Scoping

Project scoping begins by reviewing the City's CIP for the project under consideration. Boyle's experienced team
will identify the technical challenges presented in the rehabilitation project. This will be followed by a visit to the
project site to review existing conditions and proposed improvements, after which, we will meet with City staff to
review our understanding of the project requirements and objectives. We will then write the scope of work and
submit it to the City for final approvaL Initiation of the project will allow the City and Boyle to work in concert
to develop a workable construction schedule. Preparation of a detailed schedule identifying the project phases,
milestones, submittal dates, and review periods is an essential element in this schedule development.

Task 2 - Team Kick-Off Meeting

A kick-off meeting with the Boyle team members, City staff, and other affected parties, will be held to identify
clear lines of communication and review the final scope, schedule, milestones and other pertinent project details.

Task 3 - Analysis, Review and Data Collection

We will review the site and any preliminary plans, studies, and reports that may exist regarding the project.
Available site data required will be collected. Such data includes right-of-way maps, the City's as-built plans,
preliminary planning studies, conceptual/geometric designs, utility plans, and other data. In addition, we will
review the design considerations to determine if they are appropriate for the existing conditions as well as assess
the roadway's deficiencies and need for corrective action.

Task 4 - Site Survey

We will perform a survey of the project site, as required under the direction of a land surveyor or engineers
registered in the State of California. This survey may comprise a field topographic survey, cross-section survey.
and aerial topographic survey. The field survey will be performed using City-provided forms. The topographic
survey will be provided in AutoCad format. At the completion of the project. all survey notes will be turned over
to the City in their original format for permanent record-keeping purposes.

04/1'-061-062.0C-PR

10f4

SOVLE
