Sample Scope of Services-continued

Task 5 - Base Sheet Preparation

Base plans of the project site will be prepared at the appropriate scale in AutoCad format, and final plans will be
provided to the City on disks. Base plans will display existing topographic features and accumulated data
including street centerlines and right-of-ways, surface features, stationing, and existing utilities.

Task 6 - Utility Research and Coordination

A detailed research and utility investigation of the project site will be conducted. This will include the
investigation of available records for data needed to avoid design cont1icts. Available plans for City-owned
utilities will be obtained. Notices will be sent out to utility companies known to be present within the project
limits requesting utility locations, atlases, and maps. A project log of all utilities will be generated showing the
status of each information request. The log will be updated during the life of the project. Upon completion of the
preliminary design, a second utility notice will be issued requesting verification of facilities and required
coordination of anticipated relocation or protection of existing facilities. Final improvement plans will be
transmitted to all utility companies, whose facilities are within the project site, informing them of the anticipated
bidding period. anticipated construction schedule, pre-construction meeting, and proposed timeframe of any
relocations required of them.

Task 7 - Concept Approval

For a project requiring further definition of the proposed improvements prior to initiating the design phase, a
concept approval phase will be used to achieve consensus. The concept approval may consist of geometric
approval drawings, a project definition letter report or project report, identifying specific amenities and
anticipated costs.

Task 8 - Outside Agency Coordination

Agencies outside the jurisdiction of the City that will be involved with the project will be identified. Points of
contact and lines of communications with each will be established at the outset of the project. Concurrence of
these agencies regarding design, permitting, and review periods will be obtained. Some of these agencies may be
aCTA, Caltrans, and/or Orange County Public Works.

Task 9 - Preliminary Design

Preliminary design will be performed based on information obtained from the above Tasks. As applicable,
hydrology and drainage studies will be performed, and traffic analyses will be conducted for the main
intersections. Also geotechnical studies and pavement design recommendations will be made. Landscaping will
include recommendations for median treatment including the irrigation system. Preliminary plans, conceptual
exhibits. and a preliminary cost estimate will be prepared. The development of initial work will be coordinated
regularly with City staff so that there are no "surprise recommendations" on this project. A preliminary design
package will be compiled and submitted to the City for review and approval. Prints of the preliminary plans will
be sent to all affected utility companies and agencies.

Task 10 - Traffic Signal

Provide plans for signal modifications as necessary in accordance with the improvements to the roadway.

Task 11 - Stormwater Pollution Prevention Plan (SWPPP)

Provide a performance specification for the contractor to develop a draft Storm Water Pollution Prevention Plan.
After completion by the contractor, the draft permit will be submitted for approval to Boyle.

20f4

ISOVLE

04/11-061-062-0C-PR
