The Clerk of the Council reported no written communications. <br /> <br />Frank Valdez, 970 W. 17th Street, attorney representing the applicant, <br />spoke in favor of the appeal. Phil Boukather, 14 Mill Creek, Irvine, <br />also spoke in favor of Appeal No. 473. <br /> <br />There were no other speakers. The Mayor closed the public hearing. <br /> <br />MOTION was made by Acosta, seconded by Serrato, to approve and file <br />the Negative Declaration, and instruct the City Attorney to prepare <br />a resolution granting Appeal No. 473, approving CUP 82-14, and <br />overruling the decision of the Planning Commission, subject to con- <br />ditions listed in the staff report from the Planning Department dated <br />September 30, 1982. <br /> <br />AYES: <br /> <br />NOES: <br />ABSENT: <br /> <br />Acosta, Bricken, Griset, Luxembourger, Markel, <br /> McGuigan, Serrato <br />None <br />None <br /> <br />625.15 <br /> <br />PUBLIC HEARING <br />APPEAL NO. 475 - VA 82-17 <br />APPEAL NO. 476 - CUP 82-15 <br />3421S. MAIN ST. <br />CA INSTRUCTED <br /> <br />The Mayor opened the public <br />hearing on Appeal Nos. 475 & <br />476, filed by Jim Koistra <br />Advertising appealing the <br />Planning Commission's denial <br />of Variance No. 82-17 and <br /> <br />Conditional Use Permit No. 82-15, to waive the requirement prohibiting <br />advertising signs within 500 feet of a freeway when viewed primarily <br />from a freeway; and to permit one off-premise billboard, 66 feet in <br />height, at 3421S. Main Street in the C2 District. <br /> <br />The Director of Planning & Development Services presented the staff <br />report and recommendations. <br /> <br />The Clerk of the Council reported no written communications. <br /> <br />Steve Knoblock, representing the applicant, spoke in favor of the appeal. <br /> <br />There were no other speakers.
