<br />The standards for response will be entered into the assessment database by URS for comparison against <br />existing capabilities. URS will use the comparison to determine the gap between existing and required <br />capabilities for: <br /> <br />. Emergency Responders <br />. Planning <br />. Organization <br />. Equipment <br />. Training <br />. Exercises. <br /> <br />The above assessment model identifies the process for collection of information and analysis of that <br />information. Additional details of the proposed assessment are provided as follows. As noted above, URS <br />will either validate existing or collect new data to fulfill information requirements. <br /> <br />WMD Task By Discipline <br />URS will collect/validate data to determine the capability of each discipline in the Urban Area to complete <br />the tasks required to respond to a WMD terrorism incident. The completed information will be summarized <br />by Urban Area and analyzed using the model developed by URS for the San Diego UASI. The same <br />process will be used for Agricultural Response. taking biological incidents and special districting into <br />account. <br /> <br />NEEDS ASSESSMENT BY SOLUTION AREA <br /> <br />URS will develop a document that details what is needed to increase the capability to respond to a WMD <br />incident. The document will be organized by solution area as follows: <br /> <br />Planning <br />URS will collect/validate data to determine the current status of planning elements in the Urban Areas. <br />Recommendations for changes to existing plans and improvements in community response will be made. <br />We will use our extensive experience in general planning and hazard mitigation planning in developing <br />recommendations for the Urban Area.. <br /> <br />Organization <br />URS will collect/validate emergency response team information and use that information to determine <br />capabilities and needs of the Urban Area. Response team equipment data will be collected as a portion of <br />the equipment data collection process. <br /> <br />Equipment <br />URS will collect/validate equipment data from the Urban Areas utilizing the data collection model <br />described above. The information on equipment will include equipment type (i.e. Personal Protective. <br />CBRNE Search & Rescue. etc.) subcategory. item name. jurisdictional source and discipline. This <br />assessment will include the amount of equipment needed at various operational penods during the <br />response to a WMD incident.
