<br />Attachment 2 of Exhibit A <br /> <br />CITY OF SANTA ANA <br />Combined Areas Strategic Plan <br />(Santa Ana Urban Area - Anaheim Urban Area - Orange Operational Area) <br /> <br />REQUEST FOR PROPOSAL <br />FOR PREPARATION OF COUNTYWIDE STRATEGIC PLAN FOR TERRORISM <br />PREPAREDNESS <br />RFP # 04-146 <br /> <br />Proiect Description <br /> <br />This project is being undertaken by the City of Santa Ana ("City") on behalf of the Santa <br />Ana Urban Area, the Anaheim Urban Area, and the Orange County Operational Area. <br /> <br />The project will provide the three areas with a strategic plan comprised of three <br />components. The components are a detailed risk assessment, a comprehensive <br />capabilities assessment, and a prioritized expenditure strategy for encumbering funds <br />from all State Homeland Security Grants, as well as Urban Areas Security Initiative <br />(UASI) Grants. <br /> <br />Scope of Services <br /> <br />The scope of services is provided in the specifications section of the RFP. The specifications are made <br />up of the Submission Requirements. Scope of Work (SOW), and the Requirements (REO). <br /> <br />Client Group <br /> <br />A working client group wiil consist of a committee of representatives from the City of Santa Ana Police <br />Department, the City of Anaheim Police Department. the Orange County Sheriff's Department. and other <br />Agencies as appropriate. The lead project team members will be those individuals in each agency that <br />manage either the Urban Areas Security Initiative Grant or the State Homeiand Security Grant. <br /> <br />Procedures <br /> <br />1.
