This factor indicates <br />the accessibility of the target for ingress and <br />egress by a PTE. <br /> <br />Potential target threat of hazard. This factor <br />assesses the presence of legal WMD material <br />(CBRNE) in quantities that could be the target <br />of a terrorist attack or complicate the response <br />to an incident at that facility <br /> <br />Potential target site population capacity. <br />This factor assesses the minimum - maximum <br />number of individuals at a site at any given <br />time. <br /> <br />Potential collateral mass casualties. This <br />factor assesses potential collateral mass <br />casualties within a five-mile radius of the target <br />site. Describe the day-of the week and time-of- <br />day used in calculations. <br /> <br />Identify specific vulnerabilities unique to <br />the potential target. <br /> <br />Make recommendations on how to reduce <br />the identified vulnerabilities. <br /> <br />SOW 2.1.3 Document all legal hazardous sites located within the <br />Urban Area (UA). (Part 3 of the Risk Assessment) <br /> <br />Produce a list of sites within the Urban Area (UA) broken down by CBRNE <br />hazard; chemical, biological, radiological, nuclear, and explosive. (Refer to <br />definitions below) <br /> <br />Chemical: Tier level II substances of 40 CFR Part 355 that <br />is present at a facility in an amount in excess of its threshold <br />planning quality, any "hazardous substance" listed in 40 <br />C.F.R Section 302.4 that is present at a facility in an amount <br />in excess of its reportable quantity or in excess of its <br />threshold planning quantity if it is also an "extremely <br />hazardous substance," and any petroleum including crude oil <br />or any fraction thereof that is present at a facility in an <br />amount exceeding 100 pounds unless it is specifically listed <br />as a "hazardous substance" or an "extremely hazardous <br />substance." <br /> <br />Biological: Any individual or government agency, university, <br />corporation, company, partnership, society, association, firm, <br /> <br />Page 34 of 51 <br />
