<br />include source material; or (2) any material artificially <br />enriched by any of the foregoing, but does not include <br />source material. <br /> <br />Explosive: Sites that manufacture, produce, or store in <br />reportable quantities explosive materials as delineated in <br />Title 18, USC and 27 CFR 55 <br /> <br />SOW 2.2 Capabilities Assessment <br /> <br />The purpose of conducting/reviewing the capabilities and needs assessment is to assist <br />the Urban Area (UA) in identifying the planning, organization, equipment, training, and <br />exercises needed to safely and effectively respond to WMD/CBRNE incidents. <br /> <br />The Bidder will identify each of the Urban Areas (UA) current capabilities to prevent, <br />respond to and recover from a terrorism event, as well as desired capabilities in <br />accordance with generally accepted principles for preparedness. In essence, this <br />component must identify gaps and ways to fill those gaps. <br /> <br />While conducting the capabilities assessment the bidder should always be aware of the directives <br />established by the Department of Homeland Security, the goals and objectives of the State of California <br />Office of Emergency Services, the goals and objectives of the Orange County Operational Area. and the <br />Santa Ana and Anaheim Urban Area Homeland Security Strategy. One of the primary mandates of the <br />Urban Areas Security Initiative (UASI) is that grant funds must be allocated to the prioritized needs <br />outlined in the Urban Areas (UA) strategy. In addition, the capabilities assessment and its attendant <br />recommendations must take into account all disciplines (i.e., law enforcement. fire service. healthcare, <br />EMS. hazardous materials, public works, public health. government administration, public safety <br />communications, and emergency management). <br /> <br />One of the prime benefits of doing a thorough capabilities assessment is the acquisition of valuable <br />information that can be used to drive the development of projects designed to address the Urban Areas <br />(UA) strategy's goals and objectives. The Bidder conducting the assessment should bear in mind the <br />methodology developed and documented by Texas A&M University. When conducting the assessment <br />and making recommendations, the information should be broken down into five solution areas: Planning, <br />Organization. Equipment, Training, and Exercises.
