<br />responsibility in the event of a weapons of mass destruction (WMD) <br />incident. The WMD incidents may also be described in this and other <br />homeland security documents as relating to CBRNE incidents, which <br />stands for Chemical, Biological. Radiological, Nuclear and Explosive. <br />The assessment also documents the capabilities of stakeholders through <br />written mutual aid agreements and other documents that portend the <br />extent of each jurisdiction's capability in terms of WMDICBRNE. <br /> <br />SOW 2.2.1.2 Organization <br /> <br />Assesses organizational efforts and structures the OCOA <br />has developed through the construction of emergency <br />response teams and written mutual aid agreements with <br />jurisdictions to provide adequate responses and capabilities <br />to all cities in the OCOA. <br /> <br />SOW 2.2.1.3 Equipment <br /> <br />Makes a thorough assessment of the OCOA's equipment <br />inventory as it relates to its capabilities, and makes <br />recommendations to ensure an appropriate response to any <br />WMO/CBRNE incident in the OCOA. The assessment must <br />take into account the equipment capabilities of all disciplines <br />to avoid duplication and enhance the capabilities of the <br />OCOA Mutual Aid Regions (MARs). <br /> <br />SOW 2.2.1.4 Training <br /> <br />Assesses the skills and abilities of all first responders in the <br />OCOA as they relate to WMO/CBRNE incidents, and makes <br />prioritized recommendations with respect to all disciplines to <br />achieve a desirable state of readiness and proficiency. Any <br />recommendations must comply with guidelines and <br />requirements by OOP. <br /> <br />SOW 2.2.1.5 Exercises <br /> <br />Assesses the current slate of recently held and planned <br />exercises in the OCOA, and makes recommendations for an <br />exercise portfolio that will exercise local response plans, <br />mutual aid agreements and the OCOA's strategy to prevent, <br />respond to and recover from acts of terrorism. <br /> <br />The capabilities assessment should determine the WMD/CBRNE response level identified as necessary <br /> <br />Page 37 of 51 <br />
