<br />Preparedness Awareness Level training standards, National Fire <br />Protection Association training standards associated with <br />competencies for the emergency responder at the Awareness Level <br />(NFPA 472, Chapter 2) and applicable U.S. Department of <br />Transportation (DOT), Environmental Protection Agency (EPA), <br />Occupational Safety and Health Administration (OSHA), and other <br />appropriate state and local requirements. <br />. RESPONSE LEVEL - 2 (WMD PERFORMANCE <br />(DEFENSIVE) LEVEL) <br />This level can be generally defined as the Defensive level, <br />having "a modest increase in capability to respond to a WMD <br />incident." Emergency responders at this level are those <br />persons who respond to releases or potential releases of <br />WMD materials as part of the initial response to the incident <br />or support of this response for the purpose of protecting <br />nearby persons, the environment, or property from the <br />effects of the release. Emergency responders at this level <br />are expected to respond in a defensive fashion to control the <br />incident from a safe distance and keep it from spreading. <br />Competency at this level must be demonstrated by <br />performance of required skills and is evidenced by meeting <br />all requirements for Level One and possessing general <br />knowledge of biological, nuclear/radiological, and chemical <br />agents; personal protective equipment, emergency <br />decontamination, as well as compliance with Office for <br />Domestic Preparedness Performance (Level A) Level <br />training standards, National Fire Protection Association <br />training standards associated with competencies for the <br />emergency responder at the Operations Level (NFPA 472, <br />Chapter 3) and applicable U.S. Department of <br />Transportation (DOT), Environmental Protection Agency <br />(EPA), Occupational Safety and Health Administration <br />(OSHA), and other appropriate state and local requirements. <br /> <br />. RESPONSE LEVEL - 3 (WMD PERFORMANCE <br />(OFFENSIVE) LEVEL) <br />This level can generally be defined as the Offensive level, <br />having "a moderate increase in capability to respond to a <br />WMD incident." Emergency responders at this level are <br />those persons who respond to releases or potential releases <br />of WMD materials as part of the initial response to the <br />incident or support this response for the purpose of reducing <br />or eliminating the source or effects of the WMD materials. <br />This level is normally required only for certified technicians <br />who are trained and equipped to operate in a fully <br />encapsulated environment in the hot zone to detect and <br /> <br />Page 39 of 51 <br />
