<br />neutralize a hazardous material. This level can only be <br />achieved if the jurisdiction has a technician-level certified <br />HazMat Team. Competency at this level must be <br />demonstrated by performanceof required skills and is <br />evidenced by meeting all requirements for Levels One and <br />Two and possessing advanced capabilities to work in the <br />affected area of a WMD material release, as well as <br />compliance with Office for Domestic Preparedness <br />Performance (Level B) Level training standards, National <br />Fire Protection Association training standards associated <br />with competencies for the emergency responder at the <br />Technician Level (NFPA 472, Chapter 4) and applicable U.S. <br />Department of Transportation (DOT), Environmental <br />Protection Agency (EPA), Occupational Safety and Health <br />Administration (OSHA), and other appropriate state and local <br />requirements. <br /> <br />. RESPONSE LEVEL. 4 (WMD ADVANCED <br />OPERATIONS AND TECHNICIAN CAPABILITY LEVEL) <br />This level can generally be defined as having an "advanced <br />WMD operations and equipment capability to respond to a <br />WMD incident." Emergency responders at this level have <br />met or surpassed the requirements associated with the <br />requirements for Response Levels One, Two, and Three, <br />and will meet or exceed all emergency response operational, <br />training, and equipment requirements for their jurisdiction to <br />respond to or support the response to a WMD incident. The <br />jurisdiction would have the capability to operate unhindered, <br />without planning, organizational, training, or equipment <br />shortfalls in any number of environments affected by WMD <br />material release. <br /> <br />2.2.2.5 Determine and document the number of emergency responders <br />from each discipline currently equipped and trained to desired <br />WMD/CBRNE response levels. <br /> <br />SOW 2.2.3 WMD Task By Discipline <br /> <br />Using planning factors and potential incidents the Bidder will produce a list, by <br />discipline, of required tasks needed to respond to a WMD terrorism incident. The <br />current capability of each task is determined through questions posed to the Urban <br />Areas (UA) members who represent the various disciplines.
