<br />SOW 2.3 Needs Assessment by Solution Area <br /> <br />The Bidder will develop a document, by solution area, that details what is needed to <br />increase emergency responders' capabilities to respond to a WMD terrorism incident <br />effectively. The Bidder will be responsible for contacting the agencies, jurisdictions, <br />special districts, and disciplines to obtain the information required for the document. <br />The document will contain the following information: <br /> <br />2.3.1 PLANNING <br />2.3.1.1 Terrorism incident annex <br /> <br />2.3.1.1.1 Determine if terrorism annex exists, if so, when was it <br />last updated. <br /> <br />Review and recommend changes to terrorism annex. <br /> <br />Review and recommend changes to <br />WMD/CBRNE/terrorism incident annex template. <br /> <br />2.3.1.2 Current Emergency Operation Plan (or similarly named plan) <br /> <br />2.3.1.2.1 Determine if Emergency Operation Plan exists, if so, <br />when was it last updated. <br /> <br />2.3.1.2.2 Review and recommend changes to Emergency <br />Operations Plan. <br /> <br />2.3.1.2.3 Review and recommend changes to response <br />protocols <br /> <br />2.3.1.2.4 Review and recommend changes to interoperable <br />communications strategy <br /> <br />2.3.1.3 Emergency response capability <br /> <br />2.3.1.3.1 Determine discipline capabilities of the Urban Area <br />(UA) <br /> <br />2.3.1.1.2 <br />2.3.1.1.3 <br /> <br />2.3.1.3.2 Determine strength (full-time/volunteer) of the <br />discipline, if capability exists; and Mutual aid <br />providedlreceived <br /> <br />Determine those disciplines that provide mutual aid. <br /> <br />Determine those disciplines that receive mutual aid <br />through written agreements or protocols from <br />neighboring jurisdictions. <br /> <br />2.3.1.4 Community Education and awareness <br /> <br />2.3.1.4.1 Determine the level of terrorism education and <br />awareness prevalent in the Urban Area's (UA) <br />population. <br /> <br />2.3.1.4.2 Determine the needed educationltraining information <br />required to bridge education/awareness gap <br /> <br />2.3.1.3.3 <br />2.3.1.3.4 <br /> <br />Page 42 of 51 <br />
