<br />least the warm zone andlor hot zone (if properly <br />trained and equipped) that has been set up on the <br />scene of a potential WMD/CBRNE or hazardous <br />materials incident in order to control and mitigate the <br />incident. <br /> <br />This performance level is divided into two sub-levels <br />with a separate set of training guidelines for each. <br /> <br />Defensive <br /> <br />Performance-Defensive: (This training level replaces <br />the former Operations WMD/CBRNE Training LeveL) <br />The emergency responders trained to this sub-level <br />will be fully capable of working in the warm and cold <br />zones and support those responders working in the <br />hot zone. They are trained to respond in a defensive <br />fashion without actually trying to mitigate the effects of <br />the incident. Their function is to contain the incident <br />from a safe distance, keep effects from spreading, <br />and prevent exposures. <br /> <br />Offensive <br /> <br />Performance-Offensive: (This training level replaces <br />the former Technician WMD/CBRNE Training LeveL) <br />The emergency responders trained to this sub-level <br />will be fully capable of working in the hot zone, and at <br />times in the other zones at the incident scene, as <br />required. WMD/CBRNE emergency responders at this <br />level are individuals who respond to WMD/CBRNE <br />incidents and potential WMD/CBRNE incidents for the <br />purpose of mitigating the effects of the incident or <br />treating victims. They assume a more aggressive role <br />than emergency responders at Performance- <br />Defensive, in that they will approach the point of <br />release in order to mitigate the incident and treat <br />affected victims. <br /> <br />2.3.4.5.3Planning/Management Training Level. <br /> <br />Planning/Management Training Level: (This training <br />level replaces the former Incident Command <br />WMD/CBRNE Training LeveL) Addresses training <br />needs for emergency responders who are expected to <br />be part of the incident management <br />team, or support for the response to a potential <br />WMD/CBRNE terrorism incident or hazardous <br />materials incident (PLANNING/MANAGEMENT). <br />These response managersl leaders will be involved at <br /> <br />Page 48 of 51 <br />
