<br />~l't. <br />~~. <br />~:. <br /> <br />COMBINED AREAS STRATEGIC PLAN <br />FOR TERRORISM PREPAREDNESS <br /> <br />consistent with our collection requirements, any information we receive from the RTII will be used to assist in <br />the target ranking strategy. <br /> <br />In developing the strategy we understand that URS will be responsible for the following: <br /> <br />. <br /> <br />Utilizing the existing data to the maximum extent possible <br /> <br /> <br />Collecting data and validating from jurisdictions and agencies <br /> <br /> <br />Evaluating lhe data. conducting analysis and providing recommendations <br /> <br /> <br />Preparing project documents <br /> <br /> <br />Attending meetings at least weekly <br /> <br /> <br />Completing the strategy in 120 days <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />We propose the following work plan and milestones to complete the project. Please note that this work plan <br />reflects the lessons learned from our work on the San Diego UASI project. <br /> <br />2.3.3.2 <br /> <br />Project Kickoff <br /> <br />URS will prepare for and attend a project kickoff meeting. At this meeting we will discuss the overall project <br />schedule, present our approach. lines of communication. review cycles and other expectations. We will also <br />establish a schedule for regular meetings for the duration of the project as outlined in the Request for Proposal, <br />identify a steering committee (or working group) that will be necessary to provide feedback at various <br />milestones, and identify the protocol for communicating decisions made by the steering committee that will <br />drive the progress of the project. It is anticipated that the meeting will last three hours. <br /> <br />2.3.3.3 <br /> <br />Risk Assessment <br /> <br />Threat Assessment <br />The first step in the risk assessment will be to identify and characterize the pOlential threat elements (PTEs) and <br />their ability to commit a weapon of mass destruction (WMD) attack using a chemical, biological, radiological, <br />nuclear, or explosive (CBRNE) device. This information will need to be provided by the law enforcement <br />agencies. The RFP requests that PTE information contain specific details about their existence. history, <br />intentions. motivalion and their WMD/CBRNE capability. An issue that will likely arise is that this information in <br />normally kept by the FBI and joint terrorism task force UTTFl. and these entities treat this information as highly <br />sensitive and confidential. In our experience, we should be able to collect non-specific information that would <br />be adequate to convey a sense of the potential threat to the County. <br /> <br />We will also compile information from law enforcement (LEI, fire services (FSI and hazardous materials <br />response teams (HMI regarding the responses to suspected-CBRNE incidents in the county. We will breakdown <br />these incidents by CBRNE type. It should be noted that based on our experience the suspected biological agent <br />incidents will dominate the data due to the rash of white powder (suspected anthraxl incidents post 9/11. <br /> <br />URS will develop a draft report section for review and comment and we will finalize this section incorporating <br />comments received. <br /> <br />URS <br /> <br /> <br />7 <br />
