<br />~".. <br />, <br />~~ <br />~ " '- <br />/.C~\"d"'~~"''''I''''f <br />.../ ,... <br /> <br />COMBINED AREAS STRATEGIC PLAN <br />FOR TERRORISM PREPAREDNESS <br /> <br />Response Capabilities for Responders <br />URS will collect/validate data to determine the number of existing emergency resronders in each Urban Area. <br />The data will be collected and stored by discipline, jurisdiction/special district. and geographic region. (Region <br />will be used to determine potential response time within the Urban Area.) Additionally. URS will provide <br />technical assistance to jurisdictions to assist them in determining the number of emergency responders at each <br />WMD/CBRNE response level. Desired levels of training and equipment will be determined using the model <br />identified above. The same process will be used for Agricultural Response. taking special districting into <br />account. <br /> <br />WMD Task by Discipline <br />URS will collect/validate data to determine the capability of each Urban Area to complete the tasks required to <br />respond to a WMD terrorism incident. The completed information will be summarized by Urban Area and <br />analyzed using the model developed by URS for the San Diego UASI. The same process will be used for <br />Agricultural Response, taking biological incidents and special districting into account. <br /> <br />Planning <br />URS will collect/validate data to determine the current status of planning elements in the Urban Areas. <br />Recommendations for changes to existing plans and improvements in community response will be made. We <br />will use our extensive experience in general planning and hazard mitigation planning in developing <br />recommendations for the Urban Area. <br /> <br />Organization <br />URS will collect/validate emergency response team information and use that information to determine <br />capabilities and needs of the Urban Area. Response team equipment data will be collected as a portion of the <br />equipmenl data collection process. <br /> <br />Equipment <br />URS will collect/validate equipment data from the Urban Areas utilizing the data collection model described <br />above. The information on equipment will include equipment type Ii.e. Personal Protective, CBRNE Search & <br />Rescue, etc.) subcategory, item name. jurisdictional source and discipline. This assessment will include the <br />amount of equipment needed at various operational periods during the response to a WMD incident. <br />Additional recommendations for technology. interoperable communications, and specialized equipment will be <br />provided. <br /> <br />Training <br />URS will collect/validate information on personnel and current and needed levels of training according to the <br />data model identified above. The required level of training for each discipline will be based on consensus with <br />the UA and on URS subject matter expert suggestions.
