BAl1977/ Biology <br />Office: <br />San Diego <br /> <br />~ ~~, f!i;; ~~ i f ~;'j i/ ;;~1'~'J;f~;'~~;;;~; ~~.. ~. ; ",. <br />~~~,~~r\~~~~~' <br /> <br />David Marx was the Project Manager for the San Diego <br />UASI Strategy project His other planning project <br />experience includes responsibility for facilitating a task <br />force consisting of industrial and environmental members <br />In order to implement the Community Right-to-Know <br />Ordinance in San Diego County, developing the <br />Biomedical/Infectious Waste Management Program for <br />the San Diego Department of Environmental Health and <br />technical advisor for the development of the San Diego <br />County Solid Waste Management Plan. <br /> <br />David was an original member of the Technical Advisory <br />Committee that assisted the California Office of Disaster <br /> <br />Preparedness (now OES) in developing the strategy for <br />implementing the Risk Management and Prevention Program (RMPPI throughout California. The Advisory <br />Committee subsequently assisted in the development of the RMPP Guidance Manual. <br /> <br />David worked with the OES to update the County of San Diego's Disaster Preparedness Plan to assure that it <br />adequately addressed planning and response issues related to hazardous materials for both accident and <br />natural disaster emergencies. He participated in planning and implementation of County disaster drills and <br />acted as On Scene Coordinator andlor Public Information Officer during numerous hazardous materials <br />emergencies. David was the County representative responsible for coordinating County resources with the US <br />EPA during several emergency hazardous waste removal episodes. <br /> <br />David has also managed environmental analysis and community participation programs for a variety of complex and <br />controversial projects including hazardous waste treatment facilities. landfills and power planK These projects <br />included community outreach. soliciting public input and facilitating public meetings. Many of these projects <br />included an analysis of a potential accidental release from the facility. including morbidity, mortality and damage <br />assessments.
