<br />As part of the Department of Justice's IDO)I anti-terrorism
<br />preparedness initiative in 2002. the Office for Domestic Preparedness
<br />lOOP) designated URS' EG&G Division to assist in developing
<br />homeland security exercise and evaluation programs in thirteen
<br />western states and three u.s. possessions in the Pacific. This contract
<br />recently transitioned to the DHS, and its purpose is to help states and
<br />local jurisdictions build or enhance their capacity to design, develop,
<br />conduct. and evaluate WMD exercises.

<br />Under this contract, (funded at $3,000.000 for FY03) ODP requested
<br />URS' support for the planning. implementation, and facilitation of
<br />fifteen Exercise Plan Workshops for the Western Region of the United
<br />States to support the Fiscal Year 2003 State Homeland Security Grant
<br />Program ISHSGP). We also supported the development of the
<br />corresponding Three.Year Exercise Plans. The purpose of the
<br />workshops was to assist the states in developing a state and local
<br />exercise program that enhances the level of preparedness. These
<br />meetings, conducted in partnership with ODP, brought together a
<br />group of high level officials, representing multiple disciplines from the
<br />state, regional and local levels to: 1) establish expectations for exercise
<br />activities; 21 discuss implementation of the Homeland Security Exercise
<br />and Evaluation Program (HSEEP) doctrine; 31 estlblish priorities for
<br />exercises; and, 4) define how corrective actions flowing from exercises
<br />will be addressed and tracked. Using the input from the meeting. we
<br />developed draft Three-Year Exercise Plans. which included an exercise
<br />program description for the state, goals and objectives, and a plan with
<br />
<br />Comprehensive draft Three-Year Exercise Plans were developed In fifteen working days after each Exercise Plan
<br />Workshop.

<br />CLIENT SATISFACTION
<br />
<br />ODP has selected the Colorado Three-Year Exercise Plan prepared by URS' EG&G Division as the plan that
<br />best meets their vision, format and content required for such plans. This plan will serve as the template for all
<br />future plans developed for all 58 federal jurisdictions (States, the District of Columbia, and Territories).
<br />
<br />Note: Sample work products for San Diego Multi-Jurisdictional Hazard Mitigation Plan, the LAX Master Plan
<br />and the San Diego Urban Area Security Initiative have been included with this submittal on CD because of
<br />lheir length. For the latter, this project and the results are confidential, so we have provided summary
<br />information available wilhin the constraints of our agreement.
