Thomas McLean, proclaiming <br />January 17, 1983, as "R. Thomas <br /> <br />SPECIAL PRESENTATION Mayor Bricken, Vice Mayor <br />NEIGHBORHOOD IMPROVEMENT Luxembourger, and Councilmember <br />AWARDS Acosta presented neighborhood <br /> home improvement awards to <br />residents who had participated in the City's Neighborhood Preservation <br />Program. 120.35 <br /> <br />COMMUNITY SPOTLIGHT Roy Behnke, Administrator of <br /> the Bartlett Center, located <br /> at 600 East Washington, pre- <br /> sented an overview of the <br />organization, stating that it was the largest non-profit convalescent <br />and rehabilitation center in the County. He also stated that the Center <br />offered health services on an individual basis, and several free services <br />to the community, including a "Meals on Wheels" and a health screening <br />program. Councilman Markel presented Mr. Behnke with a City Seal Tile <br />plaque in appreciation of the valuable service the Bartlett Center is <br />providing to Santa Ana. <br /> <br />PUBLIC HEARING Dennis Lowry, representative <br />APPEAL NO. 466 - VA 82-7 of Advanced Mobile Phone Service, <br />1322 W.
